The USA PATRIOT Act: The Story of an Impulsive Bill that Eviscerated America's Civil Liberties
The USA PATRIOT Act provides a textbook example of how the United States federal government expands its power. An emergency happens, legitimate or otherwise. The media, playing its dutiful role as goad for greater government oversight, demands "something must be done." Government power is massively expanded, with little regard for whether or not what is being done is efficacious, to say nothing of the overall impact on our nation's civil liberties.
No goals are posted, because if targets are hit, this would necessitate the ending or scaling back of the program. Instead, the program becomes normalized. There are no questions asked about whether the program is accomplishing what it set out to do. It is now simply a part of American life and there is no going back.
The American public largely accepts the
USA PATRIOT Act as a part of civic life as immutable, perhaps even more so than the
Bill of Rights. However, this act – passed in the dead of night, with little to no oversight, in a panic after
the biggest attack on American soil since Pearl Harbor – is not only novel, it is also fundamentally opposed to virtually every principle on which the United States of America was founded. It might not be going anywhere anytime soon, but patriots, liberty lovers and defenders of Constitutional government should nonetheless familiarize themselves with the onerous provisions of this law, which is nothing short of a full-throttle attack on the American republic.
What’s Even in the USA PATRIOT Act?

Fahrenheit 9/11, then Rep. John Conyers
cracked wise about how no one had actually read the Act and how this was in fact par for the course with America's laws. Thus, before delving into the deeper issues surrounding the PATRIOT Act, it is worth discussing what the Act actually says. Here’s a brief look at the 10 Titles in the PATRIOT Act:
- Title I: Enhancing Domestic Security Against Terrorism: This provision dramatically expands the powers of the President, the military and the intelligence community whenever the specter of "terrorism" is invoked. Bizarrely, it contains a provision condemining discrimination against Arabs, Muslims and South Asians, which seems to have very little to do with protecting Americans from terrorism.
- Title II: Enhanced Surveillance Procedures: Title II contains the meat of the Act with regard to massive, industrial-scale surveillance on the American public. Beyond the simple spying on Americans and their communications, Title II increases the ability of federal intelligence agencies to share your private communications with one another.
- Title III: International Money Laundering Abatement and Financial Anti-Terrorism Act: Not simply a section of the USA PATRIOT Act, Title III is an Act of Congress in its own right. You might have noticed how much more difficult it is to open a bank account or send a wire transfer after 9/11. You can blame this provision, which shredded banking privacy rights in the United States.
- Title IV: Protecting the Border: Other than expanding the number of federal employees (of course), the provision of the USA PATRIOT Act charged with protecting America's borders does little other than point toward paths for future action and study. It is worth noting that the weakest provision of the Act is the only one explicitly authorized by the Constitution -- protecting the border.
- Title V: Removing Obstacles to Investigating Terrorism: Title V authorizes bounties for the apprehension of alleged terrorists, broadens government power to conduct DNA analysis, allows for greater data sharing between law enforcement agencies and, perhaps most disturbingly, requires private telecommunication carriers to comply with government requests for electronic communication records whenever requested by the FBI. It also expands the power of the Secret Service to investigate computer fraud.
- Title VI: Providing for Victims of Terrorism, Public Safety Officers and Their Families: Perhaps the most innocuous portion of the USA PATRIOT Act, Title VI provides for a victims' fund for victims of terrorism and their families.
- Title VII: Increased Information Sharing for Critical Infrastructure Protection: The subtitle of this section of the Act is a rather wordy way of saying that the United States federal government is allowing for law enforcement agencies to share information across jurisdictional boundaries in an easier fashion than was previously legal. To that end, the Bureau of Justice Assistance was given a $50,000,000 budget for 2002 and a whopping $100,000,000 budget for fiscal year 2003.
- Title VIII: Strengthening the Criminal Laws Against Terrorism: Title VIII is where the rubber meets the road: What exactly is terrorism, according to the federal government? Unfortunately, this Title does little to clarify what terrorism is, instead focusing on declaring a number of actions (such as attacks on transit) as “terrorism,” regardless of intent.
- Title IX: Improved Intelligence: The section subtitled “improved intelligence” largely expands the powers and responsibilities of the Director of Central Intelligence.
- Title X: Miscellaneous: When the federal government titles a segment of a law “miscellaneous,” you know it’s going to include everything and the kitchen sink. And so it does: The definition of electronic surveillance, additional funds for the DEA in South and Central Asia, research on biometric scanning systems, a limitation on hazmat licensure and infrastructure protections are all addressed in Title X, which is a catchall for everything the federal government forgot to address in the first nine sections of the law.
Most of the provisions of the USA PATRIOT Act were set to sunset four years after the bill was passed into law. However, the law was extended first by
President George W. Bush and then by
President Barack H. Obama. The latter is particularly scandalous given that, at least in part, a rejection of the surveillance culture that permeated the Bush Administration was responsible for the election of Obama in 2008.
Passing the USA PATRIOT Act
Next, it’s important to remember the environment in which the USA PATRIOT Act was passed: Post-9/11. It is not the slightest bit of exaggeration to label the environment in which the PATRIOT Act was passed as “hysterical,” nor is “compliant” a misnomer for the Congress of the time.
Opposition to the Act was slim and intensive review of one of the most sweeping Acts of Congress in American history was nonexistent.
All told, Congress took a whopping six weeks drafting, revising, reviewing and passing the PATRIOT Act. That’s less time than Congress typically spends on totally uncontroversial and routine bills that don’t gut the
Fourth Amendment. The final vote found only 66 opponents in the House and one (Wisconsin Democrat Russ Feingold) in the Senate. The entire passage of the PATRIOT Act, from start to finish, took place behind closed doors. There were no committee reports or hearings for opponents to testify, nor did anyone bother to read the bill.
“Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism” is the bloated and overwrought full name of the bill, crafted by a 23-year-old Congressional staffer named Chris Cylke. This ridiculous name puts the focus not on the surveillance aspects or the erosion of basic civil liberties enshrined in Western society since the
Magna Carta, but on patriotism. At the time of its creation, the messaging was very clear: Real patriots support massive intrusions on civil rights. As President George W. Bush said at the time,
“Either you are with us, or you are with the terrorists.” This sentiment very much seemed to apply to American citizens.
While the argument that
if you have nothing to hide you shouldn’t fear investigation is anathema in a Constitutional republic with regard to citizens, it should be standard operating procedure when it comes to our organs of government. If we cannot expect transparency from the United States Congress – elected officials charged with representing the will of the people and protecting
the Constitution – then we certainly can’t expect it anywhere else.
The Unfortunate Growth of the USA PATRIOT Act
It’s no surprise to those in the
liberty movement that given an inch, the government (in particular the military-intelligence community) took a mile. Even the nebulous definition of “terrorism,” largely centered around a long litany of acts rather than the motivation behind them, has expanded to include receiving military training from a proscribed organization (without actually committing any
terrorist acts or even acts of violence of any stripe) as well as “narcoterrorism” – the latter particularly convenient, as the United States government continues its losing “War on Drugs.”
Indeed, in many ways, the War on (Some) Drugs was the template for the
War on Terror. Both wars have no defined enemy, no defined terms of victory. Instead, they are waged against a nebulous concept, while enjoying bipartisan support for their ever-expanding budgets. What’s more, it didn’t take long for the Feds to start using the USA PATRIOT Act for things it was never intended for, including prosecuting the War on Drugs.
Perhaps the silliest application of the USA PATRIOT Act is the prosecution of
Adam McGaughey. McGaughey maintained a fansite for the television series
Stargate SG-1. The Feds charged him with copyright infringement and computer fraud. In the course of their investigation, the FBI leveraged the PATRIOT Act to get financial records from his website’s ISP. This was made possible by the USA PATRIOT Act amending the Computer Fraud and Abuse Act, allowing for search and seizure of ISP records.
The New York Times discovered in September 2003, that the USA PATRIOT Act was being used to investigate alleged drug traffickers without what would otherwise be sufficient probable cause. These were investigations into non-terrorist acts using a law ostensibly designed to investigate terrorism. There was some suspicion that the Act was being used to investigate crimes occurring before the Act was passed, violating the
ex post facto clause of the United States Constitution.
In one of the biggest power grabs (excluding virtually everything we know from
Edward Snowden – more on that below), the FBI sent tens of thousands of “national security letters” and procured over one million financial records from targeted businesses in Las Vegas. These businesses were primarily casinos, car rental bureaus and storage spaces. The data obtained included financial records, credit histories, employment records and even people’s personal health records.
The FBI maintains and databases this – and, indeed, all information collected through the USA PATRIOT Act – indefinitely. In the good old days before the PATRIOT Act, the Feds were compelled to destroy any evidence they collected on someone later found not guilty of a crime. Note that the aforementioned data collection brought to public attention by Edward Snowden (which, again – we’re getting to that) falls under this provision. Not only is the government collecting obscene amounts of private and personal information about you, they’re also storing it indefinitely with no plans to stop.
What’s more, the FBI has approached public libraries to turn over the records for specific terminals, collecting information not about specific users who might be under investigation, but about anyone who has ever used the computer at the public library. Libraries, to their credit, have been very much at the forefront of resistance against the PATRIOT Act, with some litigating compliance despite operating on small budgets and others posting “
canary letters,” which effectively say “The FBI Hasn’t Been Here Yet.” The removal of such a letter would warn patrons that the FBI has been sniffing around in their records.
Indeed, the greatest criticism of the PATRIOT Act is the simplest and perhaps most obvious: Why does an Act ostensibly passed to fight terrorism so drastically expand the government’s power to investigate virtually everyone else? The PATRIOT Act is not merely unconstitutional, it is an unprecedented expansion of state power in the Anglosphere, a culture based on restricted government and the primacy of individual rights.
An excellent example of this is the
Foreign Intelligence Surveillance Act (FISA) expansion. Most people are familiar with the term “FISA court,” but very few people actually know what it is – a special federal court created under the Carter Administration that grants approval of electronic surveillance of both citizens and resident aliens
in the event that they are accused of acting in the service of a foreign power. The last part of this sentence is very important: The FISA courts are not simply for allowing surveillance of anyone that it might be expedient to collect information about. The scope of their powers is very, very limited.
Or was.
The PATRIOT Act lowered the burden of evidence required to obtain a FISA warrant for electronic surveillance and expanded the overall scope of the FISA courts. Any savvy federal agent can now drape his charges in the garb of (what else?) “national security” and obtain electronic surveillance privileges hitherto only dreamed of by investigators. FISA courts have become pliant tools in the hands of the Feds, gladly approving their requests to monitor phone and internet surveillance, as well as access to medical, financial and educational records.
The Future of the USA PATRIOT Act
Do we still need the PATRIOT Act? Did we ever? All laws are certainly a product of their times. But this seems much more acutely true of the USA PATRIOT Act, which was passed in a rush and under duress without due consideration.
Particularly in light of the revelations from Edward Snowden – that the government is spying on everything they possibly can – it’s worth asking if there’s any walking back. He points out that the
police state apparatus was originally for drug dealers, then for terrorists, but ultimately ended up being applied to anyone and everyone.
What’s more, Bob Bullard notes another frightful aspect of the USA PATRIOT Act: Terrorism-related cases are not subject to the
Freedom of Information Act. This means that there is little or no oversight. There is no surer hallmark of a police state than an all-powerful domestic surveillance agency with no transparency or oversight. While the USA PATRIOT Act might not create an American Stasi as such, it certainly paves the way for one.

- Dave Attell, August 30 He’s New York City’s hardest-working comic and he’s bringing a night of laughs to The Playhouse with an outdoor show on the field next to the Playhouse. Dave Attell earned a cult following with his Comedy Central hit Insomniac with Dave Attell. Full Summary of Wade Keller's Huge Interview With AEW President Tony Khan
- Tony says he feels "really, really great" and "well prepared" about their first episode.
- Feels like they're getting amazing press. With the help of TNT/Warner Media, they've had advertising through podcasts, social media, Facebook ads, mainstream TV ads (NFL, HBO, "wrestling TV"), airports, movie theater trailers, etc.

- 2. They could have (and were supposed to) handle the chairshot from Shawn Spears to Cody better, but it didn't go off as planned. Thankfully Cody was okay, and thought the Cody/Shawn Spears feud was fantastic.
- 3. The Hangman Page vs. Kip Sabian match should not have gone as long as it did. He regrets not having cut 5 minutes from it, plus it went 2 minutes longer than it was supposed to. Felt like it dragged, and didn't do anyone any favors (thinks it should have gone 12-13, not 17-19 minutes).
- 4. Losing Jon Moxley to MRSA, but think they handled that as well as they could. Really glad Jon's okay, and they're focused on Moxley vs Omega going forward.
- 5. Concedes that the Buy-In shows probably shouldn't have so much comedy when the main card is so serious.
- As far as TV goes, you can still expect to see the arenas set up in a similar way, great wrestling matches, and a high production value. You probably won't see things like the Moxley vs Janela match.
- Tonight's countdown special on TNT is designed to help introduce AEW to new viewers. They suspect that a lack of wrestling on Tuesday night (for the first time in a long time) will lead to viewers seeking out wrestling programming on TV.
- While a lot of people will show up for a TV premiere, if you don't deliver then they might not show up for Week 2. He "wants Week 2 to be just as big of an event as Week 1, and Week 3 to be just as big as Week 1 and 2, and so forth." They're planning on "rolling out huge things every week."
- Talks about the importance of Being the Elite - and how AEW wouldn't exist without it - despite it being a very different tone from AEW's shows. Says the "Road to" series will probably be more in-line with the tone they're going for for their shows. - Wants wrestlers to appear authentic. In regards to their characters, he doesn't want people to do things that they don't believe themselves. He's against writing dialogue for wrestlers, and thinks it can just result in them coming off as bad actors.
- Says he's been "waiting for this moment for a really long time." In regards to the start date, he says that he's "known for a year and a half that this day is coming, and I could have told you that it was either going to be today or tomorrow." Cannot legally get into specifics, but says he has a "long-term," "multi-year" commitment with TNT.
- In regards to wrestling being looked down upon by TNT in the past, he says that "absence makes the heart grow fonder." Says he was able to demonstrate factual numbers and patterns to say that "TNT had a big wrestling audience, and we can have one again. We're going to have one. We're going to have it tomorrow and we're going to have it a long time."

Also interested in other big events (like the CEO-partnered Fyter Fest, and the charity fundraising Fight for the Fallen) that they can put out either through BRLive or streaming. Full Gear has a chance to be the big, winter quarterly show (didn't necessarily seem to be as committed to the idea of it staying in the Baltimore area).

They had replays scheduled for Sunday/Monday, "but they're still working on getting the show on earlier." He fully expects "this week" that they'll be up before that. It was just announced prematurely before everything was fully hammered out. "Hopefully stay tuned and we'll have some good news soon."
- In regards to planning out TV, especially further down the line: "It's going to be way harder than we thought. It's going to be really hard, I know it's going to be, but it's not going to be the first time I've tried to do something I haven't done before. I think we have good aptitudes for this. I think it's going to be a challenge, and I don't expect it to be easy at all - believe me - but I do think we're going to pull it off and I think it's going to go great."
- Agrees that wrestlers work best when they're amplified versions of their own personalities, but that's not necessarily always going to be the case (cites Kenny Omega's recent character change as not really being true to who Kenny is as a person).
- Says that overall he's a lot less nervous with AEW than he is with the Jaguars or Fulham, because a lot more things are under his control.

- As far as being wrestler-friendly, they'll have a relatively light schedule (every Wednesday this year, other than Christmas, plus Full Gear on a Saturday). Not everyone on the roster is going to be on every show - by design to give people time off and breaks for a healthier work/life balance. If it's a "reasonable request," he will allow wrestlers to work independent dates outside of AEW. They also have a tuition-matching program for people looking to get an education (says that he believes WWE also offers that, but it would be very difficult to work that around WWE's schedule), and some wrestlers are able to have careers outside of wrestling, as well (such as Britt Baker's dentistry, who he would never want to force to be on the road for 5 days out of the week). Many wrestlers also work various in-office position with AEW.
- Doesn't want to be a "control freak," and is very open to feedback and suggestions from wrestlers. They try to have producers and coaches that are very agreeable guys to work with (cites Jerry Lynn and Dean Malenko), and he would rather say "yes" than "no" to a wrestler's idea.

Trucker's Guide to When Every State is Reopening

Updated regularly, this article will include the newest information on when each and every state plans on lifting or extending their stay at home orders. The COVID-19 Pandemic has had a massive impact on trucker’s daily routines so we are are here to help out. Check out our COVID-19 Updates section for the latest information as it relates to the trucking industry. The current stay-at-home order will remain in effect until April 30. Alabama Governor Ivey said the state needs to expand its testing before resuming normal economic activity despite being eager to get the state’s economy moving. On April 24th, Alaska allowed businesses and restaurants to open back up in most parts of the state. These personal services and companies must do so under strict health and safety restrictions. Bigger cities like Anchorage delayed their partial opening until April 27th. Additionally, Governor Dunleavy has said citizens may visit their doctors and schedule elective surgeries on/after May 4th. Governor Ducey has announced the stay at home order will continue only until April 30th. The state also will allow elective surgeries to continue starting on May 1st. On the other hand, Navajo Nation’s government will remain closed until May 17th. While there is no exact date, Governor Hutchinson has plans to loosen the restrictions on businesses over the next few weeks. This means certain non-essential businesses will be allowed to operate. Elective surgeries were allowed to continue on April 27th. CA Governor Gavin Newsome has not announced any official end to the stay at home order. Despite that, the state has allowed the scheduling of important surgeries like heart surgery or cancerous tumor removal. The state is limiting the issuing of permits for events and activities for the foreseeable future. On April 13th, the Governor announced the Western States Pact with Oregon and Washington. This pact articulates that these 3 states will operate together in their reopening on when it is safe to do so. Nevada and Colorado have also joined this pact. Colorado’s stay at home order has been replaced with a “safer at home” strategy that started on April 27th. While not mandatory, residents are heavily urged to stay at home as much as possible. High-risk populations have been asked to stay home at all times possible. Special businesses that offer curbside pick up are now open. Additionally, personal training and dog grooming have been allowed to resume (if they follow social distancing practices). Elective medical procedures have also been allowed to continue. Governor Polis states that more businesses will be allowed to open in the following weeks. On May 4th, non-essential office work will be allowed to continue. Colorado has also coordinated its re-opening plans with Nevada, California, Oregan, and Washington. The mandatory state shutdown will continue until May 20th. Governor Lamont has recommended a higher amount of COVID-19 testing before the state can start is opening plans. Connecticut has joined with New York, New Jersey, Pennsylvania, Rhode Island, Deleware, and Massachusettes to coordinate the reopening of the Northeast. Deleware Governor Carney has extended the statewide stay at home order until May 15th or when the “public health threat is eliminated.” The state has said that opening can start upon seeing a 28 days decline of new COVID-19 cases. Additionally, the state has joined up with the other states in the Northeast to ensure a safe re-opening and start to their economy. The governor also stated that even if the state reopens, social distancing, hand washing, face covering, and a limit on large gatherings will stay in effect. The stay at home order for Florida will continue until April 30th. Beaches of Florida are able to reopen if the local leaders have decided it is safe to do so. On the other hand, the Keys will not reopen to visitors or tourism until June or later. State restrictions were eased starting on April 24th. Businesses like tattoo shops, gyms, bowling alleys, barbers and hair salons, nail salons, and others have been allowed to re-open if they follow safe distancing rules. Nightclubs and bars are still closed with no clear word on when reopening can continue. Governor Ige has stated that the stay at home order will last through April 30th and potentially later. Bigger cities like Honolulu have their own independent stay at home order which extends through all of May. The state of Idaho is currently allowing businesses to operate under certain conditions like curbside pickup, drive-thru/drive-in, or delivery. The state doesn’t have an explicit stay at home order but rather an “Order to Self Isolate” that ends on April 30th. There is no official word on when the full state will open. Illinois Governor Pritzker has stated the stay at home order will extend to May 30th based on data they have analyzed in the last two months. Some modifications may be made in that time and restrictions lifted depending on testing and tracing initiatives. Indiana’s current stay at home order ends on May 1st. Governor Holcomb has said that he is going to work with the state hospital association to determine when elective surgeries may continue. So far, Iowa has not given an official stay at home order. Governor Reynolds did issue a State of Public Health Disaster Emergency in mid-March. This required all nonessential businesses to close until April 30. On April 27th, the government stated the 77 of Iowa’s 99 counties can begin reopening on May 1st. This includes gyms, restaurants, enclosed malls, and retail stores if they stay at 50% capacity. The remaining 22 counties have higher rates of COVID-19 and will have their closures extend until at least May 15th. Kansas’ stay at home order is expected to end on May 3rd. Governor Kelly has said that the state “nowhere near where we need to be with testing supplies,” which could mean the stay at order will be extended. Either way, the state plans to loosen restrictions in a gradual rollout rather than an all at once reopening. Kentucky Governor Beshear has begun to reopen the health sectors of the state. On April 27, in person, office and ambulance visits were allowed to continue. Additionally, diagnostic, radiology and non-urgent visits are allowed. The state plans to reopen the state in phases, with restrictions easing each week for a four week period. This reopening plan will begin on May 11th but could be pushed back depending on COVID circumstances. Additionally, customers and employees will be asked to wear a mask while visiting/working in essential businesses. Louisiana Governor Edwards has extended the stay at home order until May 15. Despite that, some restrictions have been lifted for nonessential businesses. On May 1st, retail stores can open under the condition of offering curbside delivery only. Restaurants will also be allowed to offer seats to customers, but there will be no wait staff or table service. Customers are allowed to sit outside and eat at restaurants as long as the mind social distancing rules. Gov. Edwards has also required all workers that are interacting with the public to wear masks. Despite the easing of restrictions, Edwards says the state is not near where it should be in regards to new cases, hospitalizations, and testing. Maine issued a “Stay Healthy at Home” executive order that lasts through at least April 30. Additionally, Governor Mills extended the state’s civil state of emergency until May 15. The state of Maine has joined its neighbors New Hampshire and Vermont on planning their state’s reopening measures Maryland Governor Hogan outlined a three-stage reopening plan on April 24th. This will allow a gradual reopening of non-essential businesses, gatherings, and public services. Not giving a clear date, the governor stated that the easing of restrictions may begin in early May if COVID-19 hospital cases decline. The first phase includes allowing certain small businesses to reopen, outdoor gym glasses, recreational activities to continue, and allowing religious gatherings of limited attendance. Certain medical procedures will be allowed to continue as well. The second phase allows raising the minimum number of people allowed in a gathering, childcare services reopening, indoor gyms, the return of transit schedules, and bars and restaurants reopening under certain conditions. The last phase allows larger social gatherings in places like religions services, entertainment venues, and dining establishments along with fewer restrictions on nursing homes and hospital visits. Currently, the state’s emergency order that requires all nonessential business to be closed ends on May 4th. Governor Baker has informed citizens that he and state officials have begun discussing the reopening of the state but there isn’t a clear plan yet. Before reopening, the state says they need to have more testing, tracing, and quarantine procedures in place. Massachusetts is actively working with its neighboring Northeastern states to develop a plan to reopen the economy. Michigan’s stay at home order extends til at least May 15th. Currently, Governor Whitmer has eased restrictions of their COVID-19 response, allowing some businesses to open and outdoor activities to continue. Most recently, the governor has allowed landscapers, nurseries, lawn service companies, and bike shops to re-open as long as they follow social distancing rules. Additionally, citizens are allowed to travel between houses and visit family members even though it isn’t encouraged. Minnesota has allowed some businesses to open starting on April 27th. This order allows 80,000 to 100,000 office, industrial, and manufacturing workers to return to their jobs. Governor Walz has stated that businesses must create and implement a COVID-19 readiness plan that outlines what measures they are taking to protect their worker’s health and safety. Mississippi “safe at home” executive order will remain for two weeks and expire on the upcoming Monday. Right now, Governor Reeves urgers all citizens to stay home whenever possible. Any at-risk citizens are required to shelter in place. State officials have also begun relaxing some restrictions on non-essential businesses if they offer curbside delivery, drive-thru, or other delivery options. Other nonessential businesses remained closed for now. Missouri’s stay at home order lasts until May 3rd. Governor Parson has stated that he is working with hospitals, health officials, and business leaders to develop the state’s reopening plan. Businesses will be able to open as long as they keep up the six-feet social distancing rules. Additionally, any indoor retail business will be forced to limit its capacity to 25%. The governor has allowed local leaders to determine if their cities and towns need stricter rules. Montana began reopening on April 26th, allowing individuals and businesses to have fewer restrictions. Retail and street businesses were able to open on April 27th if they follow social distancing practices and limit store capacity. Restaurants and bars can start offering some services after May 4th while businesses like gyms, theaters, and places of large assembly must remain closed. The state’s travel quarantine will still remain, requiring non-work related out of state travelers to quarantine themselves for 14 days. Nebraska state officials plan to relax some of their COVID restrictions on May 4th. Nebraska is one of the few states that issued no stay at home order for its citizens. On May 4th, restaurants will be allowed to let customers inside as long as they operate under 50% of normal capacity. Businesses like salons, barbers, tattoo parlors, and massage centers are limited to 10 people in a store at a time. They are also required to wear face coverings or masks. Churches will also be allowed to continue worship as long as those attending stay 6 feet apart. All other businesses like bars and theaters are required to stay closed until May 31st. The current stay at home order is set to expire on April 30th but Governor Sisolak says the state is currently not ready to reopen. Despite that, Mayors in cities like Las Vegas have been urging for the reopening of Casinos. Currently, there is no set reopening time or plan for casinos or other similar businesses in the state. New Hampshire’s stay at home order will remain until May 4th but could be extended depending on the circumstances. The current State of Emergency was extended to May 15th by Governor Sununu. As of now, there is no expiration date to New Jersey’s stay at home order that began on March 21st. Like many other states in the area, New Jersey has teamed up with its Northeastern neighbors like New York and Delaware to develop a plan on when to reopen their economies. Governor Grishman has extended New Mexico’s stay at home order until May 15th. After that period, there will be a gradual reopening of some businesses if conditions are safe to do so. The governor states that there is “no magical date” for when the state will be safe to reopen all businesses. One of the hardest-hit states, New York has some of the most detailed plans for COVID 19. Governor Cuomo’s “New York State on PAUSE” executive order was issued on March 22nd. There is no clear end date for New York’s restrictions, but as of now, nonessential businesses are required to stay closed until May 15th. The state officials have stated the reopening is going to happen in phases once the state meets the federal guidelines that hospitalizations decline for 14 days. The first phase includes construction and manufacturing businesses to continue. The second phase would be implemented by a business-by-business analysis of risk. Governor Cuomo did state that each phase will have a 2 week period between to monitor the results. North Carolina’s current stay at home order for North Carolina is extended through May 8th. Governor Cooper has stated the state could open in three phases if COVID-19 cases continue to decrease. Phase one would be that stay at home orders would remain, but some non-essential businesses will be able to open. Phase two includes the lifting of stay at home orders for those not at risk and the reopening of bars, restaurants, and churches under reduced capacity. Phase three would ease the restrictions for at-risk populations and allowed increased attendance at businesses and social gatherings. North Dakota has stated that many closed businesses may be allowed to open on May 1st. The state is another one of the few places with no explicit stay at home order and only shut down schools, gyms, restaurants, salons, and theaters. Governor Burgum says that he is going to follow the federal guidelines in deciding to officially reopen the state. Governor Dewine’s stay at home order currently extends until May 1st. After that, the state will begin its first phases of reopening but do not have any specifics at this time. As of now, large events with big crowds are not expected to open anytime soon. Oklahoma began lifting restrictions on businesses as early as April 24th. The reopening plan is a three-phase operation that will progress when COVID-19 data tells state officials it is safe to do so. Restaurants, theaters, gyms, and sporting events will be allowed to open after May 1st if they follow strict social distancing practices. On the other hand, bars will remain closed. Governor Brown issued an executive order requiring citizens to stay at home and will stay in effect until ended by her. There has been no official word on when the order will end but some restrictions on businesses will be lifted on May 1st. This will allow hospitals, surgical centers, and medical and dental offices to resume nonemergency procedures as long as they follow safe COVID-19 distancing and sanitation practices. State officials say more restrictions will not be eased until the state sees the following: a decrease in the growth of active COVID-19 cases, sufficient personal protective equipment available, large open capacity in hospitals, increased testing, tracing and isolating of new cases, and plans on how to protect at-risk communities. Pennsylvania is set to reopen the state in three phases that begin on May 8th. The phases, broken down in red, yellow, and green, will be analyzed and remain in the interest of flattening the curve in the state. Recently, Governor Wolf announced that marinas, golf courses, guided fishing trips, and private campgrounds are allowed to reopen on May 1st under the condition that they follow social distancing protocols. The state has joined with its northeastern neighbors to develop a plan on when it is safe to reopen their economies. Rhode Island’s current stay at home order extends until May 8th and is actively working on new measures to open parks and beaches. Governor Raimondo is actively working with neighboring states in the Northeast to develop a collective plan on how they should open their economies. South Carolina allowed the reopening of some retail stores on April 20th. This included department stores, sporting goods stores, flea markets, businesses that sell books, furniture, music, flowers, clothing, and accessories. This was done under the condition that the businesses remained at 20% regular capacity or 5 people per 1000 square feet. Governor McMaster’s State of Emergency has been extended until May 12th. South Dakota never issued an official stay at home order. Governor Noem stated that despite that, the citizens of South Dakota were staying home at greater rates than states that had an active shelter in place order. Governor Lee has allowed restaurants and retail outlets to open as long as they remain at 50% capacity. Additionally, some state parks have been allowed to return to business as usual. There is no official word on when other businesses will be able to reopen or have restrictions lifted. Stay at Home orders for Texas currently extend till April 30th. Retail stores, restaurants, malls, theaters, museums, and libraries will be allowed to reopen on May 1st if they limit to 25% of their regular operating capacity. Utah’s “Stay Safe, Stay Home” directive extends until May 1st. Despite that, all schools will remain closed for the remainder of the year. The state has not issued an official stay at home mandate, but citizens have been urged to stay at home as much as possible and restaurants are not allowed to have dining rooms operating. Utah is currently developing a plan for how and when further restrictions will be lifted. Vermont has a similar “Stay Safe, Stay Home” order that extends until May 15th. Governor Scott has also developed a 5 point plan on how to open the state while fighting the COVID-19 outbreak. Phase one of the plan included allowing construction businesses, home appraisers, municipal clerks, and property managers to continue work on April 20th if they followed social distancing measures. Starting on May 1st, farmers' markets will be allowed to open as long as the social distancing guidelines are followed. The state of Virginia’s stay at home order is effective until June 10th. Reopening the state will be done in a way that focuses on public health, says Governor Northam. Limiting state restrictions will be done in phases outlined in the “Forward Virginia” blueprint. Steps include continued social distancing, limited public gatherings, the use of masks in public, etc. The state will begin reopening when data and health experts suggest it is safe to do so. Stay at Home orders in Washington state currently last until May 4th. Additionally, most parks and recreational areas will be allowed to open on May 5th. Washington has joined California, Oregan, Nevada, and Colorado in the Western States Pact to determine when it is safe to reopen their economies. Governor Justice has introduced the “Comeback Roadmap” as an outline of how the state will reopen going forward. The plan contains three phases that are broken up into weeks. Week one allows hospitals to start elective medical procedures and also allows the reopening of outpatient healthcare including primary care, dental, mental health, and more. Daycare centers will also be allowed to reopen. Week two would allow businesses with less than 10 workers to go back to work. Restaurants with outdoor seating could resume service and church and funerals services could start again. In the third phase, which is a three-week process, includes retail stores, gyms, hotels, spas, casinos, and other businesses to reopen. Additionally, offices and government businesses could return. Each of these phases would include the required temperature checks and mask-wearing. Governor Evers’ stay at home order extends until May 26th. Restrictions were lifted on certain businesses like libraries, arts and crafts stores, and other places that provided materials needed to make face masks as long as they could provide curbside pickup. Golf courses have also opened around the state. Another state without an official stay at home order, Wyoming did request a federal disaster declaration on April 9th. Currently, all out of state travelers are required to quarantine themselves for 14 days until April 30th. Over the years there have been several casinos and resorts planned for the Las Vegas Valley that never opened. The stages of planning may have been just an announcement or groundbreaking.[1][2][3]
Asia Resort and Casino
Where the Palazzo Casino and Resort currently stands (adjacent to the Venetian Hotel and Casino and the Sands Expo and Convention Center), an Asian themed casino was proposed but was rejected for the present Palazzo project.[4]
Alon Las Vegas
A proposed luxury hotel and casino located on the Las Vegas Strip on the former site of the New Frontier Hotel and Casino, announced in 2015.[5] The project was put in doubt after Crown Resorts announced in late 2016 it was suspending its involvement in the development.[6] Crown announced in December 2016 that it was halting the project and seeking to sell its investment. The remaining partner Andrew Pascal announced he was seeking other partners to proceed with the project. However in May 2017, the land went up for sale.[7] The land was later purchased by Steve Wynn.
Beau Rivage
Steve Wynn, who had purchased and demolished the Dunes hotel-casino, had originally planned to build a modern hotel in the middle of a man-made lake. He later built the Bellagio with a man-made lake in the front of the hotel.[citation needed] The name was later used by Wynn for a resort built in Biloxi, Mississippi.
Caribbean Casino
In 1988, a sign for a proposed casino was erected on a fenced vacant lot on Flamingo Road. Standing near the sign was a scale model galleon. For several years, that was all that stood on the property. The empty lot was the source of many jokes by the locals until the ship, which was later damaged by a fire started by a homeless person, was torn down in the 1990s and the lot became the site of the Tuscany Suites and Casino co-owned by Charles Heers, who has owned the property since the 1960s.[8]
Carnival
In 1990, the Radisson group proposed a 3,376-room hotel next to the Dunes, with a casino shaped like a Hershey's Kiss.[9]
Cascada
A proposed resort that was to have been built on the site of El Rancho Vegas. The parcel is now partially taken by the Hilton Grand Vacations Club and Las Vegas Festival Grounds.[4]
City by the Bay Resort and Casino
A San Francisco-themed resort was proposed for the site of the New Frontier Hotel and Casino. The project was rejected in favor of the Swiss-themed Montreux, which was also eventually cancelled.[4]
Countryland USA
A country music-themed resort was planned for construction of the site of the former El Rancho Hotel and Casino. For some years, the El Rancho sign stood with the words "Coming Soon - Future Home of Countryland USA."[10][11]
Craig Ranch Station
Main article: Craig Ranch Station A Mediterranean-themed hotel-casino for North Las Vegas, proposed by Station Casinos in March 2000.[12] The project faced opposition from nearby residents,[13][14][15] which led to the proposed location being changed to a vacant property on the nearby Craig Ranch Golf Course.[16] Residential opposition to the new location led to the project being rejected by the Nevada Gaming Policy Committee in March 2001. Station Casinos still had the option to develop the project on the initial site,[17][18] but the project was cancelled entirely in July 2001, following a weak financial quarter for the company.[19]
Crown Las Vegas
Main article: Crown Las Vegas Formerly known as Las Vegas Tower, the Crown Las Vegas was to have been a supertall skyscraper built on the former site of a Wet 'n Wild water park. In March 2008, the project was canceled and the property was put up for sale.[20]
Desert Kingdom
In 1993, ITT Sheraton purchased the Desert Inn casino, and had announced plans to develop the large parking lot into a Balinese themed resort to complement the Desert Inn. The project was never developed and the site is now the location of Wynn Las Vegas.[4]
DeVille Casino
After building the Landmark Hotel and Casino on Convention Center Drive and selling it to Howard Hughes, developer Frank Carroll built the DeVille Casino across the street from the Landmark at 900 Convention Center Drive in 1969. Chips were made for the casino (and are sought-after collectibles), but the casino never opened.[21] The building was renovated in 1992 as a race book parlor named Sport of Kings which closed after nine months.[22] It became the location of The Beach nightclub, which was demolished in 2007 to make room for a planned 600-unit tower[23] that was never built.[24] The land sits currently empty.
Echelon Place
Main article: Echelon Place An announced project by Boyd Gaming planned to have a hotel built on the property of the former Stardust Resort & Casino. Construction was suspended on August 1, 2008 due to the Great Recession. In March 2013, Boyd Gaming sold the proposed site for $350 million to the Genting Group, which is redeveloping the project as the Asian-themed Resorts World Las Vegas.
Fontainebleau Las Vegas
Main article: The Drew Las Vegas Located on the Las Vegas Strip and originally known as Fontainebleau Las Vegas. Construction began in 2007, and the resort was to include a casino, 2,871 hotel rooms, and 1,018 condominium units.[25] Construction on the $2.9 billion project ceased in 2009, the year of its planned opening. Investment firms Witkoff Group and New Valley LLC purchased the unfinished resort in 2017.[26] In 2018, Witkoff and Marriott International announced a partnership to open the renamed project as The Drew Las Vegas in 2020. The resort will include a casino and three hotels totaling nearly 4,000 rooms, with the condominium aspect removed from the project.[27]
Harley-Davidson Hotel and Casino
A resort themed after the motorcycle manufacturer Harley-Davidson was proposed, complete with hotel towers shaped like gigantic exhaust pipes, but was never built.[4]
Jockey Club Casino
The Jockey Club is a condominium and timeshare resort at 3700 Las Vegas Boulevard South. It was planned to have a casino, and chips were made for its use, but the casino was never opened.[28]
Kactus Kate's
By April 1994, Gold Coast Hotel and Casino owner Michael Gaughan was interested in building a hotel-casino in North Las Vegas,[29] at the northeast corner of North Rancho Drive and Carey Avenue. In January 1995, the city planning commission approved the rezoning of the land for use as a hotel-casino. The resort, to be named Kactus Kate's, would be built by Gold Coast Hotel/Casino Limited. The hotel would include 450 rooms, and the casino would be 105,000 sq ft (9,800 m2),[30] later decreased to 102,000 sq ft (9,500 m2).[31] The resort would be located directly north of the nearby Fiesta and Texas Station resorts.[31]
In December 1998, Coast Resorts, Inc. received approval from the planning commission for a use-permit relating to the undeveloped property. In November 2000, the planning commission unanimously approved a two-year extension on the permit, giving the company more time to decide whether it would build Kactus Kate's. Because of a 1999 Senate bill that placed restrictions on casinos in neighborhoods, Coast Resorts had a deadline of 2002 to build the casino. The hotel would measure over 100 feet (30 m) high, and Coast Resorts was required to notify the Federal Aviation Administration of its final plans, due to the site being located less than 1,000 feet (300 m) from a runway at the North Las Vegas Airport.[32] In January 2001, Station Casinos purchased the 29-acre (12 ha) site for $9 million. Coast Resorts president Harlan Braaten said, "As we saw the competitive nature of that area intensify, in terms of the size of competing facilities, we just felt we would have to build something much bigger than we had intended to compete with Texas Station and Santa Fe Station. It was just going to be a very expensive project, and we didn't feel the returns would be that good." Station Casinos planned to sell the property as a non-gaming site.[31]
Las Vegas Plaza
Main article: Las Vegas Plaza Not to be confused with the Plaza Hotel & Casino.
This was to have been modeled after the Plaza Hotel in New York City. The project was announced shortly before the demolition of the New Frontier Hotel and Casino, where the new hotel would be built. Las Vegas Plaza was cancelled in 2011 due to the Great Recession.
London Resort and Casino
This announced project was to have been themed around the city of London, and featuring replicas of the city's landmarks. The project was to be built on land across from the Luxor Hotel and Casino. A second London-themed resort was to be built on the former land of the El Rancho Hotel and Casino. Neither project ever began construction.[4]
London, Las Vegas
This was a proposed three-phase project using London as its design inspiration. When completed, the 38.5-acre (15.5 ha) property would have featured 1,300 hotel rooms, a casino, a 500-foot-tall (152.4 m) observation wheel named Skyvue (partially constructed), and 550,000 square feet (51,097 square meters) of restaurants and shops — all of which would be architectural replicas of various British landmarks and neighborhoods.[33] The project was to be constructed on land across from the Mandalay Bay Hotel and Casino on the Las Vegas Strip, where — as of November 2019 — the partially-constructed Skyvue still stands. The wheel was to be "Phase I of London, Las Vegas".
Montreux Resort
This Swiss-themed resort was to have been built on the property of the former New Frontier Hotel and Casino, but was ultimately cancelled.[34]
Moon Resort and Casino
Proposed by Canadian developer Michael Henderson, this is a planned 10,000-room, 250-acre (1.0 km2) lunar-themed casino resort.[35] Gaming experts doubt it will ever be built in Las Vegas, simply because the space planned for it is too large for the Las Vegas Strip.[4]
NevStar 2000
Further information: Craig Ranch Station § NevStar 2000 Proposed by NevStar Gaming in 1998, the NevStar 2000 entertainment complex in North Las Vegas would have included a hotel and casino,[36] but the project faced opposition from nearby residents who did not want a casino in the area.[37][38] The project was cancelled when NevStar Gaming filed for bankruptcy in December 1999.[12]
North Coast/Boyd Gaming project
In May 2003, Coast Casinos had plans for the North Coast hotel-casino, to be built at the southwest corner of Centennial Parkway and Lamb Boulevard in North Las Vegas. The project would be built on approximately 40 acres (16 ha) of vacant land, surrounded by other land that was also undeveloped. At the time, the North Las Vegas Planning Commission was scheduled to review requests for zoning changes and approvals for the project. The project was not scheduled to be built for at least another four years, after completion of a highway interchange at Lamb Boulevard and the nearby Interstate 15, as well as the completion of an overpass over nearby railroad tracks. Bill Curran, an attorney for the land owner, said, "We're going through the zoning changes now so everybody knows what's going to be out there." The North Coast would include a casino, a 10-story hotel with 398 rooms, a bowling alley, movie theaters, and a parking garage.[39] In June 2003, the Planning Commission voted 6 to 1 to approve preliminary applications necessary to begin work on the North Coast.[40][41]
Boyd Gaming, the owner of Coast Casinos, announced in February 2006 that it would purchase the 40-acre site for $35 million.[42] Jackie Gaughan and Kenny Epstein were the owners at the time.[43] Boyd Gaming had not decided on whether the new project would be a Coast property or if it would be similar to the company's Sam's Town hotel-casino. At the time, no timetable was set for building the project.[42] In March 2007, the project was put on hold. At the time, Boyd Gaming had been securing construction permits for the project but decided to first review growth in the area. Construction had been scheduled to begin in mid-2007.[44] In August 2013, Boyd Gaming sold the undeveloped property for $5.15 million.[43]
Palace of the Sea Resort and Casino
This was to have been built on the former Wet 'n Wild waterpark site. Conceptual drawings included yacht-shaped towers that housed suites, a casino resembling the Sydney Opera House and a 600-foot (180 m) tall Ferris wheel-type attraction dubbed a "Sky Wheel". It never left the planning stages.[4]
Paramount Las Vegas
A casino and hotel and condo resort with more than 1,800 units that was planned by Royal Palms Las Vegas, a subsidiary of Royal Palms Communities.[45][46] The project was to replace the Klondike Hotel and Casino at the south end of the Las Vegas Strip,[47][45] beside the Las Vegas welcome sign.[48] The resort was approved in October 2006,[45] but an investor pulled out of the project in August 2007, and the land was put up for sale in May 2008.[46]
Pharoah's Kingdom
Pharoah's Kingdom was planned as a $1.2 billion gaming, hotel and theme park complex to be built on 710 acres (290 ha) at Pebble Road and Las Vegas Boulevard, five miles south of the Las Vegas Strip.[49][1] Construction was approved in October 1988,[49] with Silano Development Group as the developer.[50]
The project would have an Egyptian theme, including two 12-story pyramids made of crystal, with each containing 300 suites. The hotel would have a total of 5,000 rooms,[50] making it the largest in the world.[51] The 230,000 sq ft (21,000 m2) casino would include 100 table games and 3,000 slot machines, while an RV park, mini-golf, a bowling alley, and a video game arcade would be located beside the casino area.[52] Three of the project's various pyramid structures would house the 50-acre (20 ha) family theme park. Other features would include sphinxes, man-made beaches, waterways resembling the Nile river, an underwater restaurant, a 24-hour child-care facility, a 100-tenant shopping promenade, and a repertory-style theater that would be overseen by actor Jack Klugman.[52] Additionally, the resort would feature an 18-hole PGA Championship golf course,[52] and a monorail located within the theme park.[50] The project would have one mile of frontage along Las Vegas Boulevard.[52]
Frank Gambella, president of the project, stated that financing was in place, with groundbreaking planned for March or April 1989. Gambella said the project would be financed by several entities, with the money coming from a Nevada corporation, suggesting the entities would be grouped together as an umbrella corporation. Gambella stated that the project could be opened by Labor Day 1990. The resort was expected to employ 8,000 people. Following the completion of the resort, Gambella said a complex of 750 condominiums would be built on the land along with 900 retirement-care apartments.[52]
The project was cancelled shortly after it was announced, as authorities became suspicious of developer Anthony Silano's fundraising efforts for the project. It was discovered that Silano and his associates hacked into the Switzerland bank accounts of Philippine president Ferdinand Marcos following his death in 1989. Silano pleaded guilty to federal conspiracy charges. Another Egyptian-themed resort, Luxor Las Vegas, would open on the south Las Vegas Strip in 1993.[1]
Planet Hollywood Resort (original plans)
Not to be confused with the current Planet Hollywood Resort and Casino.
Originally planned to open in the late 1990s on the site of the Desert Inn, it was to be one of the largest hotels in Las Vegas. Because of the bankruptcy of Planet Hollywood Restaurants, the hotel was never built. However, in the 2000s, a group of investors bought the new Aladdin Hotel and Casino and remodeled it with a modern Hollywood theme.[4]
Playboy Hotel and Casino
A proposed casino resort themed after Playboy magazine was rejected in favor of a nightclub and suites built at the top two floors of the new Palms tower.[4] The planned location for the Playboy Hotel and Casino, on the Las Vegas Strip, was later used for the Cosmopolitan resort.[53]
Santa Fe Valley
Main article: Santa Fe Valley Santa Fe Gaming, which owned the Santa Fe hotel-casino in northwest Las Vegas, had plans for a second Santa Fe property in 1996.[54] The Santa Fe Valley would be built on a 40-acre (16 ha) lot[55] in Henderson, Nevada, adjacent to the Galleria at Sunset mall. The start of construction was delayed several times because of poor financial quarters for Santa Fe Gaming,[54] and because of the company not yet receiving financing for the project.[56] Site preparation started in July 1998, with an opening date scheduled for December 1999,[57] but construction never began. In 1999, the property was sold to Station Casinos,[58][59] which sold the land a year later for use as a shopping center.[60]
Shenandoah Hotel and Casino
A project by Wayne Newton. Although the hotel operated for a short time at 120 E. Flamingo Road, the management was unable to get a gaming license. After years of floundering it was sold to a Canadian company and became Bourbon Street Hotel and Casino.
Silver City proposals
By January 2000, Luke Brugnara was planning to build a San Francisco-themed resort on the site of the closed Silver City Casino.[61] Brugnara intended to give Silver City a multimillion-dollar renovation, with plans to have a fully operational hotel-casino by 2002.[62] In March 2001, Brugnara's request for a gaming license was rejected.[63] In May 2002, it was announced that Brugnara had sold the casino while retaining six acres located behind the building.[64] In 2003, Brugnara was planning to build a 24-story, 304-room hotel and casino resort on a portion of the Silver City property. The resort, to be named "Tycoon", was to be designed by Lee Linton, with an expected cost of approximately $100 million.[65]
Starship Orion
International Thoroughbred Breeders (ITB) announced plans to demolish the El Rancho and construct Starship Orion, a $1 billion hotel, casino, entertainment and retail complex with an outer space theme, covering 5.4 million square feet (501,676 square meters). The resort was to include seven separately owned casinos, each approximately 30,000 square feet (2,787 square meters).[66][67] Each potential casino owner was to contribute up to $100 million to own and operate a casino within the complex.[68] The complex would have included 300,000 square feet (27,871 square meters) of retail space, as well as 2,400 hotel rooms and a 65-story hotel tower. ITB hoped to begin construction later in 1996, with a planned opening date of April 1998.[67]
Sunrise
This was to have been located at 4575 Boulder Highway. Property developer Michael Mona Jr. built the hotel-casino and stated that he was going to break tradition by starting a "casino without a theme". He failed to get an unrestricted gaming license when suspicions arose concerning his associations with alleged organized crime figures. Chips were made for the casino, but were never used.[69] The building was opened as Arizona Charlie's Boulder.
Titanic
In 1999, Bob Stupak was planning a 400-foot-high (122 m) resort themed after the RMS Titanic, to be built on a 10-acre (4 hectares) property he owned near downtown Las Vegas. The resort would have included 1,200 rooms, 800 of which were to be used for timeshares to help finance the project. That year, planning commissioners rejected Stupak's request to change the zoning to allow for a hotel.[70] The project was later planned for the former site of the El Rancho Vegas on the Las Vegas Strip, but was rejected by the Las Vegas City Council.[4]
W Las Vegas
Main article: W Las Vegas W Las Vegas was proposed in August 2005, as a $1.7 billion joint project between Starwood and Edge Resorts, with a scheduled opening in 2008. The project would include a 75,000 sq ft (7,000 m2) casino and approximately 3,000 hotel, condo hotel, and residential units.[71][72] The project was cancelled in May 2007, after Starwood pulled out of the deal.[73]
Wally's Wagon Wheel
Wally's Wagon Wheel was to be developed by Walter Weiss through his company, Magna Leisure Partnership.[74][75] The project was proposed for 2200 South Boulder Highway in Henderson,[76][77] between Wagon Wheel Drive and Roberts Road,[78] near Henderson's Old Vegas western theme park. Manga Leisure Partnership purchased the 15.5-acre property in late February 1988. Weiss, at that time, had tentative plans for a western-themed, 112-room property known then as the Wagon Wheel Hotel and Casino. The Wagon Wheel was expected to cost $15 million, and financing had yet to be obtained for the project, which Weiss expected to open in early 1990.[74] The project, which would include a 55,000 sq ft (5,100 m2) casino, was to be built in two phases.[79]
By October 1991, Wally's Wagon Wheel remained unbuilt due to difficulty obtaining financing.[80][76] That month, the Henderson Planning Commission voted to give Weiss more time to make progress on the project. At that time, the project was to include 204 hotel rooms and would be built on 13.30 acres (5.38 ha). Weiss noted that the nearby successful Sam's Town hotel-casino opened with 204 rooms, and he believed his project would be successful if he opened with the same amount of rooms for good luck.[76] By the end of 1992, Weiss had still not acquired financing for Wally's Wagon Wheel. At the time, the project was the largest of five casinos being planned for Henderson. The three-story project was to include 200 rooms, two restaurants, a theater lounge for country and western entertainment, and a large bingo room. Weiss stated that groundbreaking was scheduled for May 1993, with an expected opening in June 1994. The hotel-casino would employ approximately 600 people upon opening.[81]
Weiss met with nearby residents to discuss the project, and he had the original design changed to include a larger buffer zone between homes and the hotel-casino. In November 1994, the Henderson Planning Commission voted to recommend approval of Weiss' requested zone change as part of the redesign. The project, at that time, was to include a one-story casino and a four-story hotel with 400 rooms.[82][83] In December 1994, the Henderson City Council rejected Weiss' plans for a 200-foot (61 m) buffer.[84]
In July 1997, the unbuilt project received its sixth extension from the Henderson Planning Commission for a use permit and architectural review.[85] In August 1997, the Henderson City Council approved the sixth extension, but denied Weiss' appeal for a one-year extension, instead giving him six months to make progress on the project.[77] Up to that time, $1.7 million had been invested in the project by Magna Leisure Partnership.[86] As of 1998, the project was expected to cost $80 million and employ at least 1,200 people, and the proposed site had increased to 19 acres (7 ha). At that time, Weiss stated that he was close to obtaining financing for the project from a casino operator.[87] The project was never built.
Wild Wild West
Not to be confused with Wild Wild West Gambling Hall & Hotel. As of 1993, Station Casinos owned a 27-acre (11 ha) site on Boulder Highway with the potential to be developed as a casino. The site was located across the street from Sam's Town hotel-casino.[88] In January 1998, Crescent Real Estate Equities Co. announced plans to purchase Station Casinos, which had intended to sell the land prior to the announcement.[89] By March 1998, Station Casinos was planning to develop a hotel-casino complex on the land, which was occupied by a vacant strip mall. The complex would be known as Wild Wild West, with local residents as the target clientele.[90][89]
Crescent's purchase of Station Casinos failed in August 1998, and Station Casinos subsequently slowed its plans to build the project.[91] By the end of the year, the project had received approval from the Clark County Planning Commission for a 273,000 sq ft (25,400 m2) casino and a 504-room hotel.[92] No timetable for construction was announced,[92][93] and Station Casinos had already decided by that point not to start any new projects prior to 2000.[92] Station Casinos sold the undeveloped land for $11.2 million to Wal-Mart Stores, Inc. in April 2004.[94]
World Port
In 2000, Howard Bulloch, David Gaffin, and their partner Tom Gonzales transferred ownership of the Glass Pool Inn property to their group, known as New World, with plans for a megaresort.[95] New World purchased several other nearby motels to accumulate a 77-acre (31 ha) parcel located on the Las Vegas Strip and east of the Mandalay Bay.[96] In January 2001, plans were announced for World Port Resorts, a megaresort consisting of hotel-casinos, a convention center and a fine arts facility. The project was to be built on the 77-acre (31 ha property, a portion of which was occupied by the Glass Pool Inn.[96]
World Trade Center
To have been located at 925 East Desert Inn Road. Leonard Shoen, co-founder of U-Haul truck rental, purchased the property of what had been the Chaparral Hotel & Casino in 1996, renovating it into the World Trade Center Hotel. A gaming license was applied for, but when it was discovered that two of Shoen's closest partners were convicted felons, the application was denied in 1998. He withdrew his application, and died in a car crash in 1999 that was ruled a suicide. Cards and gaming chips were produced for the World Trade Center Casino, but were never used.[97] The property has since been demolished and is now a parking lot, part of the Las Vegas Convention Center Annex.
World Wrestling Federation
A casino resort themed after the World Wrestling Federation (WWF) was proposed for a property near the Interstate 15 freeway across from Mandalay Bay. The project never went past the proposal stage.[4] The land where it would have stood is now Allegiant Stadium.
WWF also proposed to open the project on the property once used by the Clarion Hotel and Casino, which was demolished in 2015 to become a parking lot.
Xanadu
In February 1976, the Clark County Commission approved the 23-story Xanadu resort, to be built on the Las Vegas Strip at the corner of South Las Vegas Boulevard and Tropicana Avenue. The resort would include approximately 1,700 hotel rooms and a casino, as well as convention facilities, a showroom, dining, and indoor tennis courts. The resort was to be developed by Tandy McGinnis – of Bowling Green, Kentucky – and his Xanadu Corporation, and would be built on 48.6 acres (19.7 ha) owned by Howard Downes, a resident of Coral Gables, Florida.[98][99][100] The Xanadu would feature a pyramid design, and was expected to cost $150 million.[100] It would have been the first themed mega-resort. Much information and many artifacts of the project are housed at the University of Nevada, Las Vegas library. The Excalibur Hotel and Casino ultimately opened on the property in 1990.[101]

The race is chip timed and unique awards are given to the overall top male and female finishers as well as the top 3 males and females in each age group (19 and under, 20-29, 30-39, 40-49, 50-59, 60 and over).
- 21st Annual Teen Masters Saturday-Sunday at AMF Town & Country Lanes. The 21st Annual Teen Masters Championships promise to be the best ever; and a qualifying round for the national finals will be held in Columbia. Youth bowlers can test their skills in the only youth tournament where a level playing field is guaranteed. All contestants in two divisions, Varsity for high school competitors and Junior Varsity for those born after December 31, 2002, are limited to the use of one polyester ball during competition. Participants will bowl 6 games on Saturday and 6 games on Sunday with 12-game totals determining invitations to the Championships.

MOVIE GUIDE 20TH CENTURY WOMEN - A superb Annette Bening stars in this funny, moving and complex celebration of family. Set in Santa Barbara during 1979, the film follows Dorothea (Bening), a determined single mother who also serves as landlord of a boardinghouse. Dorothea decides the greatest way to parent her adolescent son Jamie is to enlist those who live around him, including his sharp-witted neighbofriend (Elle Fanning) and one of her tenants, a punk photographer. 20th Century Women is the latest film from writer-director Mike Mills, whose Beginners was a response to his relationship with his father; this companion film draws inspiration from his extraordinary mother.
THE BYE BYE MAN - Three Wisconsin college students encounter a monster known as the "Bye Bye Man" (Doug Jones), who terrorizes and kills his victims by manipulating them with hallucinations. The trio learn that the only way to defeat him is to drive him out of their thoughts entirely.
A DOG’S PURPOSE - Lasse Hallström (The Hundred-Foot Journey) directed this adaptation of the best-selling novel of the same name by W. Bruce Cameron, which follows a dog (voiced by Josh Gad) as he is reincarnated as different breeds belonging to various owners. Over the course of multiple lifetimes, the canine's existence intersects with that of a young boy who rescued him in 1962.
FENCES - Denzel Washington directed and stars in this adaptation of August Wilson's Pulitzer Prize-winning play, which centers on a black garbage collector named Troy Maxson in 1950s Pittsburgh.
