Pashinyan about pre-war negotiations and "avoiding" the war:
The idea that a flexible foreign policy could have avoided this war is being constantly circulated. Those [former officials] who believe in this thesis must answer at least one question: as a result of their "flexible" policy, why was it not possible to avoid the war of 2016, which was preceded by the unprecedented escalation of 2015 and 2014? The "flexible" policy adopted by Armenia for many years led to the introduction of Russian proposals in January 2016, which proposed the return of 7 territories (5 + 2) without any legal status for Nagorno-Karabakh. Why did Russia make such an offer? For one simple reason, as a result of Armenia's "flexible" policy, the Madrid process had come to a standstill because Artsakh could receive a Status outside Azerbaijan only with the consent of Azerbaijan. It was obvious to Russia and everyone else that Azerbaijan would not agree to this, so it was necessary to find ways to break the deadlock. And, by the way, if certain people claim that Armenia's foreign policy after 2018 was not sufficiently pro-Russian and this was the reason for the war, then why in the conditions of the "sufficiently pro-Russian" policy of 2016 were Russian proposals born and why did the April war take place? There was only one way to prevent this war: return the regions and forget about Artsakh's legal status. Now, after the war is over and we know the outcome, the number of supporters of [giveaway of 7 regions] is growing. What they forget is that if we gave away the lands to avoid the war, we would have the same situation in Syunik borders. They used to accuse us of "selling lands" [he means the contradictory statements like Nikol sold the lands, and why didn't Nikol sell the lands earlier to avoid the war]. The biggest failure by the supporters of the "flexible policies" is that they spent years trying to avoid a war instead of preparing for it. Our biggest failure is that we weren't able to recover enough embezzled public property in the past 2.5 years to help us better prepare for the war. https://armenpress.am/arm/news/1039231.html
businesses owned by opposition leaders
What are the known businesses owned by some of the famous people you might have seen in the public square lately?
Vazgen Manukyan
20% share in Lorva Amrots Ltd which plans to operate two hydro-power plants on Dzoraget river. Manukyan purchased the shares in 2011 after being appointed by Serj as the head of the Public Council. In 2015-2016, he owned 30% shares in Vanavka Group. In 2015-2017 he had 30% shares in Jermakunq Group. These companies extracted and bottled water. At the time, the director of these companies was charged with illegal bottling and causing ֏55 million in damages to the state. The corruption case was sent to the IRS, which terminated the investigation after "not finding a crime". The companies export the products mostly to Russia.
Arthur Vanetsyan
Vanetsyan is a poor boy, according to the public declarations database. But if you have time, take a look at the investigative report I covered in Ap29/2020 news, according to which Vanetsyan's family allegedly used offshore firms and owns mining shares. More on that here. Here is a Hetq investigative report. Vanetsyan's father owns AV Group flower importing business. About a year ago, the police investigated several flower sellers near a stadium. An opposition outlet claimed that the sellers were "beaten and forced" to testify that Vanetsyan's father was running an underground business. This was never properly proven and the opposition's claim that Vanetsyan was about to be charged did not happen. The police confirmed that there was an investigation against several flower sellers. These flower sellers ended up hiring Vanetsyan's co-party-creator Arsen Babayan as a lawyer. Vanetsyan's father owns 50% shares of A B Export oil import company that began operating in 2017. It was a minor player that quit the market in 2019. Vanetsyan's father also owns 60% of A B Trans transportation company. In Nov/2019, CivilNet wrote about Arthur Vanetsyan's cousins' possible involvement with Zangezur Copper factory (massive business). The same offshore firm in Cyprus, which purchased Zangezur shares, was tied to Vanetsyan's cousins' another business in the same offshore. Vanetsyan's cousins also own a Switzerland-based Exoil wholesale cooking oil and shipping company. In 2019 it had a revenue of $148 million (11 billion Rubles). The cousins don't do this business in Armenia. Per 2019 registration, Arthur Vanetsyan himself owns one apartment, $10,000, and ֏1 million. Media reported in May/2020 that Vanetsyan's cousin purchased a ֏300 million mansion in Yerevan, which was donated to then-new political party "Hayreniq", co-founded by Arthur Vanetsyan and Arsen Babayan (the guy who is accused of helping HHK to fabricate documents in 2018 to hijack the Constitutional Court by appointing HHK MP Hrayr Tovmasyan as a judge). Arthur Vanetsyan's mother served as the chief of the personnel-management department in Serj and Pashinyan administrations, before quitting and working as Serj's aide. Vanetsyan's wife owns Villa Montessori preschool in Yerevan. She also runs the Young Education Center Ltd.
ARF Ishkhan Saghatelyan
Pashinyan appointed Saghatelyan as Gegharquniq governor for a brief period after the 2018 revolution, when Pashinyan created a unity-government, represented by all political parties. The honeymoon soon ended and each party went their way. Saghatelyan owns shares in i-mega Service Ltd. It's a tourism agency founded in 2006. It operates in Armenia, Artsakh, and Georgia. Saghatelyan founded Navasar company and serves as director. It's owned by his father. Saghatelyan family owns the Tsovasar hotel complex on Lake Sevan shores. It's 10,000 m2 (a hectare?). As of 2018, Saghatelyan declared ownership of 8 pieces of land, 2 apartments, ֏18.5 million, $45,000, and €15,000. Saghatelyan's father is the mayor of Gegharquniq's Geghamavan settlement. This municipality had recently sent a letter demanding Pashinyan's resignation. Saghatelyan used to be a shareholder of Shiman Ltd which is no longer active.

The street demonstrations, organized by the former regime and its allies, continue. They demand Pashinyan's resignation and the appointment of their candidate Vazgen Manukyan as the Prime Minister for the duration of a year, after which they agree to hold new elections. ARF leader Artsvik Minasyan said they don't plan to discuss snap elections with Pashinyan. "Right now, our only demand is Pashinyan's resignation. We demand SIS to immediately hold every criminal accountable". The demonstrators gathered in front of the SIS building to present the demands. https://armenpress.am/arm/news/1039316.html
Pashinyan meets leaders of several opposition parties
QP leader Lilith: there is a possibility there will be a meeting between Pashinyan and the three Parliamentary political parties. They could discuss snap elections. The impression is that politicians who demand Pashinyan's resignation do not want snap elections in an attempt to bypass the citizen's right to form a government. Our political team reaffirms the position that none of us is clinging on seats. // LHK MP Gorgisyan: we cannot hold snap elections now, under this chaotic situation. We will discuss snap elections if Pashinyan discusses his resignation and transfer of power. (LHK wants its leader Marukyan to be elected as Prime Minister by a Parliamentary vote) // Pashinyan met BHK leader Tsarukyan. The latter is against holding snap elections unless Pashinyan resigns now, and presumably, he wants Vazgen Manukyan appointed as PM. LHK leader Marukyan also wants Pashinyan to resign now so a new Prime Minister can form a new government cabinet "consisted of experts". https://armenpress.am/arm/news/1039261.html , https://armenpress.am/arm/news/1039268.html , https://armenpress.am/arm/news/1039299.html , https://armenpress.am/arm/news/1039322.html , https://armenpress.am/arm/news/1039323.html , https://armenpress.am/arm/news/1039327.html
felony case: ex-HHK MP charged with armed attack on ex-IRS official
In August of this year, Russia extradited a former HHK MP Alraghatsi Lyovik to Armenia. He was wanted for allegedly burglarizing and shooting at a senior IRS official a decade ago. At the time, his case was "frozen". It was relaunched in 2018. (magic wand) NSS says: suspect Lyovik, with the help of citizens AK and AN, organized an armed burglary against IRS Chief (?) Avetisyan in 2008. AK was in the United States. In 2004, he stole $150,000 from jewelry shops in Los Angeles. He got caught but managed to flee to Armenia. Once in Armenia, AK colluded with policeman AN to organize a similar criminal ring in Armenia. [MP] Lyovik personally knew AK, and learned about their burglaries. Since Lyovik had bad relations with the IRS chief (victim), he decided to punish the victim by urging AK to burglarize his house. Lyovik revealed the plot to his brother-in-law, who happened to be the victim's personal aide. The latter gave all the personal habits and details about the victim to the burglars. Russian MFA: The situation in Nagorno-Karabakh should not be used for the infiltration of foreign mercenaries into the region. Here we have exactly the same position as our Turkish partners. We hope to establish the joint RU-TR monitoring center soon. https://armenpress.am/arm/news/1039281.html , https://armenpress.am/arm/news/1039282.html
Vitalik Balasanyan will return the lands, kicks junkies, and restrict Facebook
Artsakh President Arayik earlier announced that he will allow his opponents to take jobs in the new coalition government. Kocharyan-ally Vitali Balasanyan became the Security Council chief. Vitalik: we will return Hadrut and Askeran region with the help of Russian and Armenian military-political efforts. We are in a better situation now to solve territorial issues. We will soon create border guard forces. It will report to MoD, which will report to the Security Council (his office). Drugs have no place in Artsakh. Drug users must quit or leave Artsakh now. We need to return to traditional values of giving women as wives after asking if the man had served in the army. No public official will be allowed to use Facebook during work. search operations are paused / the "welcome to Azerbaijan" sign
Azerbaijan received criticism for refusing to allow search teams to enter the Hadrut region yesterday. They also prevented UNESCO from checking the status of several Armenian cultural sights, after complaining that UNESCO was "biased" against Azerbaijan during the war. HR Ombudsman: Any untrue information can not be a reason to disrupt the humanitarian process [referring to unconfirmed rumors on social media that Armenians opened fire at Azeris in Hadrut. An unofficial Iranian social media channel claims 3 Azeris were killed but due to an internal fight.] The Human Rights Ombudsman also criticized the Azeri troops for installing a provocative "welcome to Azerbaijan" sign on part of a road that went under Azeri control near Syunik borders. The Ombudsman says it's meant to intimidate the locals. https://armenpress.am/arm/news/1039233.html , https://armenpress.am/arm/news/1039237.html , https://armenpress.am/arm/news/1039244.html , https://factor.am/325511.html
Context: BHK MP Naira Zohrabyan referred to the majority of Armenian voters as human trash *(or as she says: impure), and called for the establishment of forced re-education camps so people won't vote for a "wrong party" again. The ruling QP party launched a process to terminate her chairmanship in Parliamentary Human Rights Committee. Read yesterday's thread for more details.* QP MP Arthur: the law states that the Parliament can appoint and terminate the chairman. The termination of this seat does not require the same procedures as in the case of MPs and Judges. Armenian Constitution states that in Armenia, human beings are of the highest value, and inalienable human dignity is the inseparable basis of their rights and freedoms. MP Zohrabyan's public conduct is against it. // The law gives the second-largest political party the mandate to appoint the chairman of this particular Committee. BHK, being the second-largest party, said they wouldn't appoint a replacement if Zohrabyan is voted out. QP MP Arthur: per rules, if BHK refuses to appoint a new candidate, the largest (QP) party will receive the mandate. // Parliament voted 78-4 to terminate Zohrabyan's chairmanship. BHK and LHK did not vote. BHK MP Zohrabyan: this termination was a Constitutional crime. https://armenpress.am/arm/news/1039245.html , https://armenpress.am/arm/news/1039264.html , https://armenpress.am/arm/news/1039304.html , https://factor.am/325132.html
Parliament votes: registering parties becomes easier / ideology instead of person / financial transparency
The goal of this reform is to have political parties that are more about ideology and less about an individual. The reform will boost internal democracy within parties; it will expand the powers of the Party Assembly. Parties will be required to add more anonymous voting mechanisms. The law also requires more financial transparency. The required membership to register a party is lowered from 800 to 300. Some of the public funding given to political parties will depend on the % of female members in the administrative boards. Parliament voted 99-1 to approve it. https://armenpress.am/arm/news/1039270.html , https://youtu.be/bPuZViCCCxo

The govt had adopted a law to ban smoking in public cafes and the public display of cigarettes in grocery shops. The ruling party wanted to delay parts of the bill that were set to go into effect in January, citing possible financial issues for businesses caused by the pandemic. QP MP: the cigarette industry pays $383 million to state coffers. Healthcare Ministry: it will be a mistake if you delay this bill for the sake of $10 million in tax revenues. Parliament voted 86-0 to delay the anti-smoking bill until 2022. https://armenpress.am/arm/news/1039295.html
Parliament votes: no tax on goods donated to Armenia

We must help workers to expand their skillset. 10 notable anti-corruption cases in 2020
10) SIS concluded the investigation of former president Serj Sargsyan's alleged embezzlement of ֏500 million in agricultural subsidies in 2013. Serj appeared in court as a defendant in February. The case continues. 9) ex-HHK MP and ex-Soccer Federation Chief Ruben Hayrapetyan (oligarch Nemets Rubo) was charged with large-scale embezzlement. In February, he was charged with embezzling $1.5 million-worth lands belonging to the Soccer Federation. (he was earlier implicated in the case about organizing the kidnapping, extortion, and torturing of a man who allegedly stole from his restaurant) 8) ex-Yerevan Mayor and Transport Minister HHK Gagik Beglaryan was charged with embezzling ֏230 million in state property. He was also interrogated as part of a ֏23 billion embezzlement in the North-South highway construction project. His brother is implicated in a ֏85 million embezzlement case. 7) ex-Culture Minister Hasmik Poghosyan (wanted) and ex Israel Ambassador Armen Smbatyan (paid a bail) are charged with using an offshore scheme to embezzle the state property. 6) Serj Sargsyan's brother Alexander was a defendant in the case of the 14 stolen paintings by Martiros Saryan. Pashinyan announced that Alexander's $30 million bank account was frozen. Alexander agreed to return the funds to state coffers. $26 million was recovered. $7.5 million was recovered as part of Martiros Saryan's painting case. Another $19 million was recovered -- or as he says, "donated" -- for the army modernization. 5) Powerful Churchman Archbishop Kchoyan (Bentley guy) was charged as part of an investigation of the forceful appropriation of another businessman's property by using an offshore firm, which was run by several individuals, including the churchman and allegedly the former Prime Minister Tigran Sargsyan. More on that here. 4) Felony case was launched over the purchase of $42 million in weapons that turned out to be dysfunctional. Pashinyan mentioned this on several occasions, blaming the former regime for "wasting resources instead of developing the army." More recently, Pashinyan criticized General Movses "Mosi" Hakobyan, saying the waste took place under his administration. 3) Serj Sargsyan's chief bodyguard Vachagan Ghazaryan and his alleged accomplices had their felony tax-evasion charges dropped after compensating ֏3 billion ($6.3 million) to state coffers. 2) Serj's son-in-law Mikael Minasyan (Povar Ishik) was charged by IRS in March after the "revelation of an unprecedented level of corruption in modern Armenian history". Minasyan is accused of illegal enrichment. The investigation continues. Minasyan is residing in Russia, which won't extradite him due to close connections. Details on Mishik's case here, here, here, here (laptop recovered with 9000 files), here, here, here, here, maybe here, definitely here, here, here, 1) BHK leader Gagik Tsarukyan was charged with organizing an election fraud during 2017 and financial crimes by his casino Shangri La. The investigation began in late 2019 after a construction firm, with ties to Tsarukyan, paid a bribe to a Yerevan official in an unrelated incident. Tsarukyan likely learned about the pending charges against him and launched a major opposition campaign against Pashinyan, to then frame his charges as "political persecution" for being critical to the government. https://www.civilnet.am/news/2021/01/03/2020-ի-10-քրեական-գործերը/414983 https://www.evnreport.com/politics/the-political-rise-and-fall-of-tycoon-gagik-tsarukyan

border "demarcation" process continues in Syunik
The process to install Armenian and Azeri troops continues on the new borders between Armenia and Azerbaijan, in the Syunik province. The border was formerly Syunik (Armenia) - Qashatag (formerly Artsakh). Syunik's Shurnukh and Vorotan were built on the immediate internationally-recognized border, and some of them were on the Azeri side. As a result, a dozen buildings will go under Azeri control. Shurnukh village mayor complained about losing several houses and Azeris being too close. Syunik governor said border guards have been installed in areas surrounding Shurnukh. Russian and Armenian guards are placed in certain parts of this 21 km border. https://factor.am/325886.html
POWs
European Court for Human Rights has approved a petition by Armenia to implement emergency measures to require Azerbaijan to share information about the conditions of 23 POWs. "So far, such petitions were approved for 80 POWs, 18 of whom have already returned home," said Armenia's representative in Court. Armenia's HR Ombudsman Tatoyan criticized Aliyev for calling Armenian POW soldiers "terrorists" and for keeping them arrested, which delays the swap process. https://armenpress.am/arm/news/1039433.html , https://armenpress.am/arm/news/1039480.html

Russia sent 5,000 m2 glass for window replacement, 70 tons of metal parts, 34000 bedding items, to Martuni and Martakert cities. Earlier they sent 20 mobile electricity generators to help the areas that were cut off from the main electric grid. Russian doctors have so far treated 1044 Artsakh residents with various complaints. There are medical teams that travel in rural areas to provide care, including mental health services. parts from Pashinyan speech: past & present, investigation, border demarcation
We will need a comprehensive evaluation of how and why things developed and ended that way. We must face the reality and admit that we have made mistakes for many years, the mistakes we have made have been systemic, conceptual, substantive. This cannot be a result of one person or events in just a few years. Did I understand all this while taking office as Prime Minister? Of course. Was I trying to change the situation? Of course. I am now more convinced than ever that there was simply no time to stop the spinning wheel of history. The borders in the Syunik sector are being adjusted, or rather, the Armenian Armed Forces are being stationed on the internationally recognized borders of Armenia (there were no soldiers here before because Syunik was not bordering Azerbaijan before the war). This process changes certain setups we're familiar with, introduces inconveniences, complications, and emotions. In reality, this is being done to ensure and strengthen the safety of Syunik. How? In areas outside of the Republic of Armenia, there was a high risk of military actions, which could carry on to Syunik with all their consequences. By doing the border demarcation of our internationally-recognized lands, we are introducing security assurances. Additionally, Russian border guards are already stationed in some parts of Syunik, which creates a whole new situation. The demarcation can complicate travel on some roads, but these are issues that can be resolved by having an AM-AZ-RU document (specifically about road safety). Not one millimeter of Syunik or Republic of Armenia land has been conceded. Any claim to the contrary is simply false. The people, only the people, should decide the fate of the government and not the elite circles. My November 18th Roadmap will address post-war issues and establish internal stability. "Let's build Armenia anew." I chose this slogan before the war to guide Armenia's transformation strategy. And this formula is useful for our future as well. We have to perceive the world in a new way, we have to look at what we have to do in a new way, we have to re-evaluate our capabilities in a new way, first of all in education, science, technological development, we have to build our dream anew, and we have to dream anew. Glory to our fallen heroes, glory to our living heroes, and glory to those who will still be heroes on the way to realizing the dreams of our people. Full: https://armenpress.am/arm/news/1038333.html
borders: fake news, rumors, and rebuttals

border demarcation continues in Syunik / Pashinyan visits the border settlements
NSS says: border adjustments are being made in Goris-Kapan road sections under the mediation of Russia. (read Friday report for details). The process will finish in a few days. It'll nesure safe passage for cars. https://armenpress.am/arm/news/1038380.html Syunik governor Melikset: don't exit the Armenian border to collect or chop wood. Keep your animal herds within Armenia. The border roads will have info-plates with numbers that you can dial if you have questions. https://armenpress.am/arm/news/1038383.html Pashinyan before visiting Syunik: I am saddened to learn that my visit to Syunik has ignited certain passions. I hope you will be convinced that my decision to visit Syunik is not intended to inflame everyone. I made the decision to convey my respect and appreciation for the people of Syunik. The second most important reason is to answer your questions, to give the necessary explanations. Not a single millimeter of land has been ceded from Syunik Province of RA and I hope we'll be able to talk about this. https://armenpress.am/arm/news/1038397.html protesters A group of protesters, lead by the city's deputy-mayors, closed the Goris road so Pashinyan couldn't enter the city. The police were involved, there was a scuffle. Goris mayor ex-HHK Arush Arushanyan was taken to the police station earlier that day and charged with attempting to organize an unauthorized event/protest (Code 34-2251) to prevent the PM from entering the city. HHK and BHK officials gathered outside of the police station to show him support. 2010 border demarcation law, the "GPS" myth Pashinyan met the crowd in Sisian. One of the opposition's complaints has been "GPS is inaccurate and cannot be used for demarcation", to which, Pashinyan answered, "[the demarcation] is done multiple times, with different methods. There is no issue in this regard." Pashinyan: There is a lot of talk about *"giving away" Syunik". In fact, it is quite the opposite. When we deploy our border troops in accordance with the Armenian border, our level of security increases because that border also becomes the border of the security system of which we are a member. The demarcation is carried out following the law adopted in 2010. The issue is that the current borders, the description of the administrative borders of our communities, were clarified by the law on the "administrative-territorial division of the Republic of Armenia", adopted in 2010. In that law, for example, villages Khndzoresk and Tegh were drawn to include borders with Azerbaijan. The government in 2010 had accepted that demarcation; now we're facing problems here. And today, some of the people, who ask why and how the borders are being demarcated this way, are the same officials who were public officials in 2010, who adopted this law.If what we're doing today is "treason", then what happened in 2010 is even more of a "treason". "why didn't CSTO get involved during war?" Pashinyan: why didn't CSTO act during the war? For the same reason: our 2010 law states that this is what our official Republic of Armenia border is and that anything beyond Tegh village is Azerbaijan. CSTO, naturally, couldn't act beyond our official borders. We have received assurances that in the event of action within our borders, the bloc will act. army & people Resident: our army did not lose the war. Pashinyan: Our army and the people are heroes, there can be no two opinions about it. That doesn't mean there weren't issues, or some soldiers and generals didn't complete their tasks. We must build our self-confidence and optimism one by one, we must rebuild Armenia and Artsakh. meeting in Sisian Pashinyan visited Sisian city Pantheon. He then met a crowd in the main square and thanked them for "for such an understanding, for such an acceptance". During a speech in Sisian, Pashinyan said he will avoid confrontation with those who closed the road to Goris city. He said there were families and supporters who wanted to meet in Goris, and that one of the reasons the road was closed to possibly prevent that from happening. Father of a fallen soldier: Pashinyan still has 8 months to go. He must and will answer all the questions. Tomorrow, ARF Ishkhan Saghatelyan and those guys [ex-regime] must also answer. Tomorrow they [ex-regime] will say "go ask Nikol if you have questions". So Nikol should do his part and answer the questions, so others can answer theirs. Pashinyan: please try not to politicize today [about giving ARF Ishkhan's name]. Father of a fallen soldier: we must give their names. The same names and their parties are gathered in the public square today. Today you [Nikol] must enter Sisian and elsewhere with your head held high and without bodyguards. Let's get rid of pain and sorrow then we will know what to do next. various concerns Residents spoke about various border and social issues. Pashinyan: I came to look at Syunik residents in the eye. I know that I'm guilty in many ways. Our citizens deserve more. Unfortunately, not a single government, including ours, has been able to deliver what our citizens deserve. I apologize on behalf of all governments. priest vs Pashinyan While in Syunik, Pashinyan entered a church and lit a candle in memory of the fallen. Upon exiting, he came across priest Pargev Zeynalyan. Pashinyan raised his hand to greet but the priest let it hang in the air. Pashinyan left. A church representative said the priest had the right to express his political beliefs. That didn't prevent the crowd, angry at the priest's conduct, to march to the church and block its entrance. They wanted to kick the priest out. The police told the crowd not to enter. The priest refused to meet the protesters. The protesters left and promised, "not to allow the politicized priest to enter that church again". The priest denied subsequent false rumors about police allegedly raiding his house over the incident. (of course, gotta throw a couple of fake news here and there for "political persecutions" illusion)

felony investigations post-war / SIS launches an investigation to examine:
1) Reports of officers disobeying commands during the war, and desertion. 882 cases are being examined. Dozens have been charged. 2) Several civilian and military individuals intentionally spread alarming information to create panic among soldiers in the front lines (Vitalik's friend's incident, possibly), and claimed that the war was already decided, it was a conspiracy, and that it was pointless to fight. There are multiple felony cases regarding this. Investigation continues. 3) A felony case is launched against an officer who refused to do his duties in the southern part of Artsakh. (if this is General Movses Hakobyan, expect him to cry "political persecution" because he was the first one to give a press conference to create a narrative, a-la Dodi Gago). 4) Investigations over claims made by General Movses Hakobyan on November 19th. We're investigating a group of high-ranking officials for possibly violating protocols set by the Defense Ministry, which lead to reduced performance, which impacted the outcome of the war. We are also examining the reports, submitted by various political parties, to investigate the $5 billion offer that was made to Pashinyan by Aliyev (the offer Aliyev made to Serj and Pashinyan to give away 7 regions without a fight). 5) A felony investigation was launched [to investigate Pashinyan] after [former regime figure] Garnik Isagulyan claimed that Pashinyan took a $48 million bribe from Turkey and that his NSS chief Qyaramyan gave away 1400 passports to Azerbaijan, and helped Azeris to invade Hadrut. Isaghulyan was invited to SIS to provide evidence; he refused. The examination found no proof of these claims. A felony case was launched against Isagulyan himself for making false reports. 6) There were multiple reports in mid-November that Shushi was "sold" and an order was given for soldiers to deliberately retreat so Azeris could take it. This was investigated by SIS and NSS, courts were involved, reports from various media outlets are being investigated, including Arayik's leaked phone call and General Samvel Babayan's "post-mortem" interview. Additionally, there is an investigation of the embezzlement of property belonging to the army. Besides investigating these claims, we will also investigate their impact on the final outcome of the war. https://armenpress.am/arm/news/1038432.html

Turbulent day ahead for Gagik Tsarukyan
On Sunday we learned that BHK party chief Gagik Tsarukyan (Dodi Gago) was charged as part of voter fraud and casino fraud investigation that began in Feb/1/2020. Today the Parliament will decide to strip him of immunity or not. It was revealed that Gago's son Nver was also questioned by NSS. Workers from Gago's Shangri La casino, Aring Mall and Ararat Cement factory began organizing for a protest this morning.

NSS: several BHK MPs engaged with massive voter fraud
NSS report says: For several years, during local and federal elections, BHK MPs directly or through proxies paid bribes to voters. May/14/2017 Yerevan elections were one example. BHK pressured non-Yerevan residents, as well as >100k Yerevan residents living outside of Yerevan, to temporarily visit the capital and cast a ballot. Documents were forged to pretend they were Yerevan residents, so they'd gain the right to vote. They were bused back to their towns after the elections.
High profile BHK MP Naira Zohrabyan, the chief of Parliament's Human Rights Committee, while privately speaking to her party colleagues, referred to voters as "sheep and sectarians" after the 2018 post-revolution elections. During private conversations, she admitted the fact that BHK was able to gain the votes through election fraud all these years. "It turns out BHK has no support in Armenia without voter bribery... will we finally face the truth?", said Zohrabyan after elections during a private convo. https://www.armtimes.com/hy/article/190309
Yerevan construction bribery case leads to voter fraud bust / How it began
In Feb/2020 NSS arrested Yerevan's Urban Development chief Vermishyan for alleged bribery. He confessed. At the time it was unclear how big that story was. It turns out this is what led to Gago's voter fraud bust.
General Prosecutor Davtyan said: in 2019, Yerevanshin bribed Yerevan's Urban Development (UD) chief to let the firm do illegal construction. Yerevanshin company director also wanted to receive the title of "Honorary Builder of Armenia", so he paid 2.4mln bribe to UD chief. NSS audited Yerevanshin's office as part of that bribery and found evidence of BHK's voter bribery scheme in Gegharquniq (10k to each voter, bribe to students, etc.) Yerevanshin's director confessed to participating in the scheme. He said in 2017 Gago offered him a seat in Parliament if he can secure [buy] 9k votes from Gegharquniq. They asked Gago's right-hand man Sedrak Arustamyan [$22mln bribery case guy] and another man to handle the financial part, which they did. Documents confirming his story were found. https://www.armtimes.com/hy/article/190316
Gago's allies protest outside Parliament
BHK organized a protest in front of Parliament. A police-wall was formed. Anti-riot gear is present. Protesters are warned against overcrowding during COVID. 177 were briefly detained. Many were BHK's "youth wing" activists. Among the detained was the 2008 Olympics Bronze winner Roman Amoyan. (Gago leads Armenia's Olympics work)
Parliament is discussing Gago Tsarukyan's immunity
Gago himself was present during the session. General Prosecutor Davtyan came to ask MPs to strip his immunity. BHK MPs called it political persecution and targeted enforcement.
BHK Iveta: fairy tales. None of the fraud cases are related to Gago (meaning he isn't directly running the firms on paper). Prosecutor: what we published is the tiny portion of evidence against Gago. More than enough evidence exists to charge him.
LHK Edmon: if the case began in February, why didn't you press charges in February? Prosecutor: we had to gather enough evidence to be sure. Lots of audits were done since February.
LHK Gurgen: if you find more evidence against Gago, will you send another petition to Parliament? Prosecutor: yes. We're at an early stage. His activities in other provinces will be examined.
BHK MP: where were you when the police were dragging away women during yesterday's protests? QP MP: where were you when Serj was dragging away grieving mothers dressed in black? That's right, you were holding a meeting with Serj. [shows a picture depicting Gago and Serj] You were selling 300k votes to HHK in 2008 then being hired as controlled opposition. You were gifting Serj a leopard with a diamond chain, which by the way, wasn't properly registered. Forgive us for not being as good as you are because we don't have casinos, cement factories, and mansions on top of the hills. &nvsp; BHK Enfiajyan held a sign saying "you won't silence us."
IND MP Babajanyan: this is a fight against the oligarchy, which the govt should have done long ago. It's a fight against those with foreign owners.
Gago, as always in a good mood and chatty with reporters, left the Parliament building accompanied by NSS. BHK and LHK are against stripping his immunity. QP MPs, joined by IND MP, voted unanimously 87-0 to suspend Gago's immunity so he can be charged. https://www.armtimes.com/hy/article/190345 https://youtu.be/QLiAFYQdX2w

BHK plans to "defend Armenia's traditions"
BHK leader Tsarukyan has instructed BHK's youth wing to organize a campaign against the upcoming Education Ministry reform that will merge Armenian Church subject with Armenian History in schools. After the 2018 evolution, it was revealed that the former administrations generously distributed diplomatic passports to their friends. NSS report says: in 2009, Yerevan mayor Beglaryan colluded with Center District officials to embezzle property. They organized an illegal scheme to donate 4 properties worth $488k, located on "expensive" streets, to an accomplice, who then sold them to Beglaryan's family for pennies. Civil society groups discuss election reforms / Ineligible voters inflating electoral numbers
NGOs held a meeting: The govt has SECT system that contains information about whether the person is located in Armenia. Since SECT was implemented in certain checkpoints with delays, it doesn't have accurate info about people who left/entered. Another problem for SECT is caused when the person changes their last name abroad, for example after marriage. If "Sasun" moves to Russia and writes his name as "Sergey", it'll case a problem.
One way to fix the problem with ineligible voters being on voter lists, as it's done in Georgia, is to require a valid ID to keep the person on the list. These days, expired passports are not accepted for any transaction except for voting. This exception should be removed.
This will remove 188,000 people from voter lists. Inflated numbers cause various problems. It makes it harder to gather enough % votes to add an issue to a ballot.
We also need to make sure people are registered to vote in districts where they actually live. This is especially important for provincial elections because local officials have a record of collecting residents from elsewhere to vote in another location.
Many people don't want to register their real address as their voting address because they want to hide the fact that they own the new address they live in (tax purposes?). We must make it clear to the public that these electoral changes have no legal effect on their property ownership issues.

Jun/14/2020 News: (1) BHK leader Gagik Tsarukyan accused of casino fraud, land fraud, voter buying. Dozens of raids and confiscations. (2) Workers claim they're pressured to attend a protest to support Tsarukyan (3) Allegations and counter-arguments about "persecution" (4) Tsarukyan's immunity as MP
NSS reveals felony investigations against BHK chief Tsarukyan
Gago's problems with law BHK leader Dodi Gago's (Gagik Tsarukyan) businesses have been at the center of numerous investigations post-2018 revolution. In 2018 we learned about his right-hand man's alleged multi-billion fraud involving North-South freeway construction. On Ap29/2019 we learned about a 0.5bln alleged tax evasion by his tramway operations in Tsakhkadzor. In May/4/2020 the authorities accused his right-hand man Arustamyan of paying $22mln bribe to HHK regime to give his businesses a pass on certain things. In May/6//2020 his casino Shangri La was accused of financial violations by the regulations. He agreed to "fix" it. There was at least one major construction-related felony case in Yerevan. Etc.
In June/8/2020 Gago launched a sharp attack against Pashinyan administration and vowed to unify the opposition. Pashinyan's office referred to it as an attempt by Gago to make noise because he knows there are serious criminal investigations against him.
Today the NSS revealed the investigations against Gago. One of them is about voter buying. Simultaneously, a screenshot of a document was leaking allegedly showing a payment scheme in Gegharquniq Province. Names and positions are listed. 2k to transport the voter, 10k for voters, dozens of millions for local activists, etc. BHK says the screenshot was Photoshopped and is fake. NSS says they confiscated several PCs and documents regarding this case. NSS says: Several BHK members carried out a plan to commit voter fraud involving 100s of millions of AMD, some disguised as an aid for students and others. Over 40 raids were carried out. PCs and documents were confiscated. It's about April/2/2017 Parliamentary elections in which Gago's BHK got 28%. Party admins were also involved. End of report. BHK MP Naira: they detained our entire crew in the Gegharquniq office and confiscated every computer and phone from all family members.
Casino shenanigans NSS report says: Gago's casino chain defrauded the state of 30bln, and caused another 40bln in lost investments between 2011-2014. They abused a specific law to fabricate documents to gain a right to do businesses in multiple locations and for other personal benefits.
Another felony about property abuse. NSS report says: Arinj city officials illegally legalized properties built on agricultural lands, by forging docs to claim the 7.5ha lands were for industrial use. Other laws were broken. The beneficiary was Gago's Nyu LLC. ~350mln in damages to the state.
Gago will go to NSS to testify. He said he won't back down, calling it an illegal pressure and persecution. He criticized govt's handling of economy and pandemic.
Supporters gather. Workers from Gago's several businesses gathered in front of his mansion and the NSS office to show support. The police are trying to make sure the crowd respects COVID safety. They warned the crowd against over-crowding. Eventually, >100 protesters were arrested after shutting down a nearby street and continuing the gathering. Among them were Gago's business directors.
Observers. Informed Citizens NGO chief says the police actions against protesters were lawful. NGO boss: "Recently we noticed that people, who learn through leaks about upcoming criminal cases against them, choose to ramp up their political activities so later they can claim to be a victim of political persecution." "We've long complained about voter-fraud-like activities by BHK, some of which were happening blatantly in front of cameras. This case looks like the Zibilix case [in which several HHK members plead guilty/convicted of voter fraud]."
Pressured to join protests. There are several reports that Gago's businesses are pressuring workers to go join the protests. Gago's Arinj Mall workers say the Mall's deputy director and Yerevan councilman Armen Nersisyan is behind it. Armen Nersisyan denied, saying he has an alibi. Arinj Mall was closed today. The workers and contractors couldn't open their booths for sales.
A rare incident. Professional protester Vardges Gaspari (laying on the ground guy) came to support the police and authorities. He supports "criminals being raided".
The interrogation is over. After testifying for 10 hours at the NSS facility, Gago finally exited the building. He's not arrested, at least not for now due to immunity. Gago referred to the situation as political persecution because he claims it was a response to his last week's sharp rhetoric against Pashinyan. (SIMP mentality right here)
Stripping the immunity. General Prosecutor's office might ask the Parliament to strip Gago's immunity so he can be charged and arrested, "if enough evidence is revealed". They dismissed BHK's allegations that it's political persecution. QP will hold a meeting tomorrow to decide whether to strip his immunity.
QP and BHK members respond. QP MP Kristine: 10 days from now, when the COVID numbers spike, BHK will accuse the govt of failing the fight. [referring to today's gathering]. The length of NSS's document against Gago shows how large this investigation was, therefore it must have started a long time ago. BHK's claim that this was a response to Gago's last week's activation makes no sense.
BHK Naira: this is the beginning of the end for this govt, and the end will come quick. Complete disregard for personal life. More fabrications and persecutions. Nothing will silence us. To those QP MPs who'll vote on stripping Gago of immunity, I want them to remember that tomorrow there may come a time for them to be held accountable for their actions.
Not just Gago. ex-BHK MP Ishkhan Zakarayan also testified for 4 hours as part of the voter fraud case. NSS says he reveled some info. He's a semi-suspect.
... allegedly leaked personal info of 3,500 COVID patients, according to media. NSS is investigating to find the true perpetrators. https://www.armtimes.com/hy/article/190162

Exports 10.3% (especially cognac and wine). The inflow of foreign investments was $2.2bln, or +$465mln YoY, or +$635mln vs 2017. Tax collection +43.6%. https://armtimes.com/hy/article/187228 http://arka.am/en/news/economy/armenia_s_economic_activity_index_grows_by_8_7_in_january_and_february_2020/
Pashinyan about taxation:
In 2018/19 we collected 505bln more in taxes. 199bln of it went towards refunding businesses from which IRS over-collected taxes in the past. This was a decades-long issue. The other 306bln was spent on other programs. Top-1000 taxpayers paid +13% YoY, or +31% vs 2017. https://armtimes.com/hy/article/187234
Pashinyan about jobs and salaries:
87,000 new or un-shadowed jobs created. Unemployment -2.1%. Poverty -2.2% (total 23.5%). Extreme poverty -0.4% (total 1%). We plan to end extreme poverty by 2023. Wages +5.8%. Dozens of thousands of teachers, doctors, professors got 10-30% raise. Junior emergency workers 52% raise. Penitentiary salaries +30%. Judicial system raise is planned. Since 2018, over 1.1 million people saw salary, aid, or pension hike. https://armtimes.com/hy/article/187234
87,000 new jobs, so why aren't there that many new 1,000 Dram transfers to Army?
Almost every worker pays 1,000AMD/mo to the army Foundation. Pashinyan and IRS said there were 87,000 newly visible jobs, so why aren't there 87,000 number of newly transferred 1,000-drams to the army? Last year Pashinyan had this to say: The 1k goes to IRS first before being sent to Foundation. It is collected then sent through cycles. That's where the discrepancy between the visibly available money and the collected money comes from. We could create a group and further understand the delay and discrepancy. It's impossible for us lie about the number of new jobs because of the way they're reported.
The army gave a detailed explanation today: IRS is not allowed to transfer the 1k fees to Army until the employer meets all payment requirements. Let's say the employer has 10 workers, but he only made 9 payments worth 1k each to IRS. The IRS knows that there are 10 workers. The IRS doesn't know which one of the 10 workers "didn't pay". The IRS won't send the 9 payments to the army until the 10th is collected. The IRS waits until next month. Next month, the employer pays 15k. The IRS already had 9k in its bank. Now IRS has 24k. IRS will send only 20k to the army. Why? Because 10 workers = 20k for 2 months. The remainder 4k sits in IRS bank and waits for 3rd month.
Pashinyan about COVID aid, hospitals, financial system:
The 16 aid packages have helped >1mln citizens. 21k businesses got favorable loans. The hospital beds capable of handling COVID went from 300 to 1500, plus more in isolated hotels. Those without symptoms don't need care, so we try to isolate them until they recover. 6,000 suspects had been isolated. COVID crisis will last until May-2021. The slight destabilization of the financial system in late-March, is ove. Moreover, the Central Bank purchased $90mln worth currency. The consumer market didn't collapse. Some items got more expensive or cheaper. https://armenpress.am/arm/news/1014418.html
Pashinyan about requiring everyone to file taxes:
The COVID proved once again about the need to have a universal tax declaration system. It should be required for everyone. There was a big scandal last year when I proposed it. Today we can't find some low-income citizens to send them the COVID aid [they have to manually apply, while some work at gray economy]. If we had a universal taxation system, we could see who is really low income and send the aid quickly. https://armenpress.am/arm/news/1014457.html
Pashinyan about nature protection:
4 mines were suspended. 3 were gold, 1 copper. 0.5mln trees planted in 2019. Our 10mln plan for 2020 was ruined by COVID. Lowest water drain from Lake Sevan in 10 years. The drain was far below the legal limit. https://armtimes.com/hy/article/187239
Pashinyan about sacking Nature Minister Eric Grigoryan:
He managed to accomplish a lot since 2018, but it was time to "make decisions". Eric solved the problem with illegal water usage by small hydro-plants, and hydo's problems with fish. Lots of freshwaters were saved in Ararat Valley through underground well conservation. https://armtimes.com/hy/article/187248
Pashinyan about making soldiers' lives easier:
225 modern surveillance systems were installed on frontlines. 64 positions were connected to an industrial-grade electric grid. 134 positions received flowing water. 35 positions received modular baths. 90% of constricts will be enrolled in a high-quality food program this month. Overall, 54% of soldiers get new food. Soldier wages up to +30%. https://armtimes.com/hy/article/187231
Pashinyan about his biggest failure, the story of Sodom and Gomer:
Our biggest fail is the recovery of the stolen funds. Nonetheless, in 2019, SIS recovered 7x more money than it had throughout its entire existence. Other law enforcements increased it ten-fold. Still, it's not enough. Our legal and judicial system has a small percentage of independent dedicated great professionals. But there are also traitors and illiterates. Why haven't we acted in the past 2 years, then? Remember Sodom and Gomer story. If the city has 50 honest residents, would you still destroy it? The answer was "no". How about if there were 10 honest? Still "no". Today the justice system has 50 honest workers. That's why we didn't destroy it. I'd like to thank those 50 workers. https://factor.am/247241.html
Pashinyan about launching mass-construction to keep workers busy:
17,000 more arrived than left Armenia. Now they can't leave [to Russia] for work due to COVID. How will we help them? This year we'll launch a construction/renovation of >100 education and healthcare facilities. This could keep them busy for years. The biggest problem is, do we have the necessary construction companies that can win the contracts? Last year we maxed out the construction capacity. We got every company busy. There is one road we want to repair but we can't find a company. https://factor.am/247238.html
Chinese workers left
Infrastructure Minister Papikyan said: the Gyumi-Yerevan highway construction stopped because the Chinese workers left earlier. The road condition is deteriorating. We're negotiating with SinoHidro firm to bring the workers back. Time is of the essence. If we can't agree, we might have to find alternative solutions. (COUGH COUGH look up Papik COUCH) https://armtimes.com/hy/article/187309
How did Artsakh negotiations shift over time? / Phased resolution
Recently the Russian MFA Lavrov claimed the Phased resolution is "on the table". Armenian MFA rejected it, saying Artsakh's independence must happen simultaneously with any possible concessions. Until 1996, Armenian approach was that Artsakh was independent of Armenia, so you should talk to Artsakh separately if you want concessions. This gave Armenia flexibility by easing the pressure. It also gave Artsakh more weight during the negotiations.
However, in 2001, president Robert Kocharyan had this to say: Over time, the approach to treat Artsakh as a separate negotiating party started to backfire because foreign powers began pressuring Armenia so it would pressure Artsakh. That's how the unacceptable Phased approach was born. In 1996, we [Artsakh president Kocharyan and Armenian president Ter-Petrosyan] decided to increase Armenia's role in the negotiations [and decrease Artsakh's].
Two decades later, Pashinyan decided that it's best to return to the old format and increase Artsakh's role in the negotiations. Nowadays people point fingers about "whose fault it was" that Artsakh was left out of negotiating table, "why is Pashinyan dealing with a Phased approach", etc. Rob gives you the answers in an MP4 format: https://youtu.be/yd8bgFFN7Xg
NIKOL THE ALCOHOLIC
HHK activist published a photo of vodka distillation equipment: "That's Pashinyan's favorite govt-owned property. This morning they brought it to his residence to serve him alcohol so he'll claim to be drunk and unable to remember how he gave away Artsakh to Azerbaijan." https://168.am/2020/05/06/1299136.html
UCOM-Beeline merger is suspended
Prosecutors want to arrest UCOM's shareholder-owner Gurgen Khachatryan for allegedly helping his ex-IRS boss father to launder bribed cash. Since he is on the run, Beeline ISP decided it won't sell itself to UCOM ISP. https://armtimes.com/hy/article/187247
Court decides to arrest Serj's son-in-law Minasyan
Media and mining magnate Mikael Minasyan was charged with money-crimes. A month ago the prosecutors submitted a petition to arrest him. Today the court approved his arrest. Fugitive Minasyan released a message: there is no justice in Armenia. Pashinyan has already convicted me. I will return to Armenia because it's hard for me to be away when my friends and family are persecuted.
Pashinyan about the justice system. and his plans to fill NSS with "outsiders":
Armenia's law enforcement system is in shock because they witness something that they thought would never happen. Some of them can't believe that their long-time target [me] is standing here as a Prime Minister. My goal was to help them overcome the shock, but the shock is still there. We should reform the law enforcement instead of chasing the cops with a stick. The upcoming new police agency will consist of educated current cops and outsiders. For a while, my stance was not to appoint outsiders to NSS. That period is over. The rapid appointment of [28yo] Artsashes Qaramyan as Investigative Committee member then as deputy NSS chief was part of this. https://armtimes.com/hy/article/187259 https://youtu.be/aCxC3HO4BXk
